(Confidential -'GLC) In connection with a query which the Director of Personnel received from the Department of State regarding Senator Peter Dominick's bill (S. 939) to provide for a U. S. foreign corps, I contacted Mr. Steve Wexler, on the staff of the Subcommittee on Education of the Senate Committee on Labor and Public Welfare, and Mr. William Young, on the staff of Senator Claiborne Pell (D., R. I. ), who is Chairman of the Subcommittee. I advised both Wexler and Young that we were following up on what we understood to be a query from Pell to State Department witnesses (Howard Mace and Joseph Toner) at hearings on this bill yesterday to ascertain whether the Agency concurred in State's objection to this legislation. I indicated that we were reviewing the State Department's position on S. 939 and would be in touch with the Senator and the Subcommittee. I added, however, there was tentative feeling that this was a matter of primary interest and concern to the Department of State. The Office of Personnel is formulating an Agency position on S. 939. 2. (Internal Use Only - LLM) Mr. Robert Hull, Department of State, called to discuss statements in a proposed letter from Mr. Macomber to Chairman Fulbright, Senate Foreign Relations Committee, comparing the major benefit provisions of the Foreign Service Retirement system with the CIA retirement system and the Civil Service system as it applies to FBI personnel. In response to his question I told him the statements relating to CIA provisions were accurate. Hull also gave me further background on State's appearance before the Pell Subcommittee on Education on S. 939, U. S. Foreign Service Corps. (See Memo for Record.) 25X1 3.
