The success of these exchanges and the 3 survival of the world may depend upon the ability, education, 4 training, and intelligence of the men and women charged 5 with responsibilities relating to the foreign affairs of the 6 United States. To assure that there is adequate opportunity 7 for the young men and women of the United States to enter 8 this vast field with the best possible training of their natural 9 abilities and to advance the professional education and train- 23_ ing of the officers and employees of the Government cur- rently engaged in the field of foreign affairs, there is hereby established, as provided in the succeeding provisions of this title, a United States Foreign Services Scholarship Program (hereinafter referred to as the 'Program'). The members of the Program shall be all students admitted to the Program under section 120,1, and all officers and employees of the Government admitted to the Program under section 1207, who are enrolled in, a program of education, training, or research, or a course of study, approved by the Board under section 1204. "DEFINITIONS "SEC. 1202. "(e) Except as provided in this section, no competitive or other similar examination shall be required for admission of any person as a member of the Program under this section. "COMPENSATION AND PAYMENT OF EXPENSES AND SUBSISTENCE FOR STUDENT MEMBERS "SEC. 1206. (a) Members of the Program who are ad- rnitted under section 1205 and are maintaining satisfactory progress in, and taking at least the minimum level of credit hours in, full-time courses of study as prescribed by the Board shall be compensated for tuition, texts, laboratory ices and associated course niaterial,,~, and shall receive sub- sistence payments as provided in this section. "(2) A married student member having a dependent spouse shall receive 5250 subsistence pay per training month, and if they have a dependent child or children an additional allowance of $30 for each dependent child shall be paid per training month. "(3) Where both a husband and wife member are stu- dents under the program and are cohabiting, their joint subsistence pay shall be $300 per training month, and if they have a dependent child or children an additional allow- ance of $30 for each dependent child shall be paid per train- ing month. "(4) Where both a husband and a wife member are students under the Program and are legally separated they each shall receive the same subsistence pay per training month as would a single student, but if either spouse has a depend- ent child or children an additional allowance of $30 per training month shall be paid to the entitled spouse for each 25 dependent child. The head of each government department or agency 4 shall prescribe, with the approval of the Board, limitations 5 concerning the number of officers and employees of such 6 department or agency who may be selected for admission 7 to the Program at the same time and the period of time which may be spent by such officers and employees in study, training, or research, or a course of study within the Pro- gram. The provisions of '~Ieetion 1206 shall not apply to any Government officers or employees admitted to the Program under this section. "(b) Appropriations made available to any Govern- ment department or agency or the payment of salaries and expenses of officers and employees of such department or agency shall be available for making payments under this section to members of the Program selected from such depart- ment or agency. 10 "(c) During any period for which any Government cer or employee who is admitted to the Program under this section is separated from his usual duties of employment with any Government department or agency for the purpose of education, training, or research or a course of study within the Program, such officer or employee shall be considered to have performed service, as an officer or employee of such de- Approved For Release 2005/11/21 : CIA-RDP72-00337R000500010002-1 Approved For Release 2005/11/21 : CIA-RDP72-00337R000500010002-1 35 1 partment or agency at the rate of compensation received im- 2 mediately prior to commencing such education, training, or 3 research or course of study (including any increase in com- 4 pensation provided by law during the period of such activity) 5 for the purposes of (1) subchapter III (relating to civil serv- e ice retirement) of chapter 83 of title 5, United States Code, 7 (2) chapter 87 (relating to Federal employees group life in- surance) of title 5, United States Code, and (3) chapter 89 J (relating to Federal employees group health insurance) of 10 title 5, United States Code. 11 "(d) Each Government officer or employee who is ad- 12 mitted to the Program under this section shall, on completion 1 o of the period of education, training, or research or a course 14 of study within the Program, be entitled to continue service 15 in his former position or a position of at least like seniority 16 and status in the department or agency from which he was 17 selected for such education, training, or research or course 18 of study and shall be entitled to at least the rate of basic pay to which he would have been entitled had he continued in his usual service with such department or agency. On re- sumption of his usual duties with such department or agency, the department or agency shall restore such officer's or employee's sick leave account, by credit or charge, to its status at the time he commenced education, training, or re- search or a course of study within the Program. The Board shall obtain from each person 5 admitted to the Program, other than members of a family 6 receiving orientation or language training under section 7 1204(a), such agreement as the Board may deem necessary 8 to assure that such person will accept employment with the 9 United States, unless already so employed, and will remain 10 in the employ of the United States, wherever assigned by 11 the employing department or agency, for such period after 12 completion of their education, training, research, or course 13 of study within the Program as is prescribed by (1) the 14 Board in the case of students admitted to the Program 15 under section 1205, or (2) the head of the employing de- 16 partment or agency in the case of Government officers and 17 employees selected for admission to the Program from such 18 department or agency under section 1207. 19 "ASSIGNMENT OF STUDENT MEMBERS FOR FIELD TRAINING 20 AND GOVERNMENT SERVICE 21 "SEC. 1209. All members of the Program who have 9 satisfactory completed their education, training, or research, 10 or course of study within the Program and are employed by, 11 or remain in the employment of, the United States under 12 this title shall be assigned to Government ditties within the 13 United Slates for a minimum of one year during ever,r/ five 14 that they are employed in any Government program in the 15 field of foreign affairs; except that the provisions of this sub- 16 section may be waived when the United States is at war? 17 as declared by Congress. 18 "STAFF OF BOARD 19 "Sic. 1211.
