Talked with Charles Kendrick, Admin- istrative Assistant to Senator Peter H. Dominick (R. , Colo.) about the position taken by the Colorado Department of Revenue with regard to tax exempt status of annuities paid under the CIA Retirement and Disability System. Kendrick was interested in this question and is having members of his office staff review the Colorado law on the subject. When that is concluded he will be back in touch with me and may recommend that Senator Dominick ask for a review of the position taken by the Chief of Taxation that CIARDS annuities are not tax exempt. I left with him a draft of a letter which they might ward to send to the Chief of Taxation on the subject. 8. Met with Mr. Drury H. Blair, Acting Staff Director, Senate Immigration and Naturalization Subcommittee, and discussed the Committee outlook for private bills for the remainder of the session. Mr. Blair feels it is highly unlikely that any bills will be pro- cessed through the Senate during the remainder of this session even if the session goes to Christmas Eve. With regard to the pending in the House Immigration and Naturalization Subcommittee, if a bill is reported out and passes the House before the close of the session attempt might be made to call the bill on the floor of the Senate rather than attempting p h the Committee. He asked that I keep him up to date on so that he can be in a position to assist if it does pass the House. Taking all factors into consideration, Mr. Blair's best estimate would be that this which is completely non- controversial probably will not get roug House and Senate before some time early in the next session.
