3. Met With Ralph Preston, Staff Assistant,
House Appropriations Committee, and gave him the OER paper on the
effects of the war on the Cambodian economy, in which the Committee
had expressed an interest.
I told Preston of Chairman lenderson's suggestion that a letter
to each member of the Henderson Subcommittee supporting an exemption
from S. 782 for the Agency would be useful. Preston said he would
see if Mahon would be willing to write separate letters rather than
a single letter to the Chairman.

8. and I met with Bill Woodruff,
Counsel, Senate Appropriations Coirrsnittee, and briefed him on activation
of a new technical collection system, explaining that preliminary results
were promising but a detailed assessment would not be possible for the
next two or three weeks.
We provided Woodruff with a copy of the OER paper on the effects
of the war on the Cambodian economy.
We also discussed with Woodruff the current situation in the Senate
with regard to amendments such as Cooper/C'.urch and tiicuovern/1iatiel::)
and the impact which they might have on legislation such as tie i oreign
Military Sales Act and the Armed Services Procurement Act which are
being considered by the Senate. Woodruff maintained a very strong position
to the effect that the Agency should follow the theory that the Director's
authority, particularly section 5 of the CIA Act of 1949 as amended, is
not affected by any of the legislative proposals which are being acvocate4.
When we questioned Woodruff about the practical problems Senator Stennis
might encounter on the floor of the Senate, he said Stennis should take the
same public position that his (the Appropriations Committee) members
would take, i.e., these are matters that are not discussed openly.
Woodruff also repeated his earlier recommendation that the Director
discuss current problems, particularly those regarding funds, with Senator
Ellender and Senator Milton Young.
10. Met with Richard Perle, on the staff of the
Senate Subcommittee on National Security and International Operations,
and showed him a paper on the "Status of Soviet ICBM Deployment SLBM
Construction, and SA-3 /SA-5 Deployment. " This fully satisfied Perle's
request for a briefing on new strategic weapons starts and no further
action is required.
