Tuesday - 20 October 1970
1. (Secret - GLC) Accompanied OCI,
to a briefing of Messrs. Bauser, Murphy, and Shwiller, on the staff of
the Joint Committee on Atomic Energy, on the recent Soviet and Chinese
Communist nuclear tests. I pointed out that we were expecting
more data on these tests and indicated we would keep the Joint Committee
staff informed of any new information.
2. (Internal Use Only - LLM) Advised Vic Zafra's office, Office
Management and Budget, that the Agency's supplemental comments on

be delivered before the close of business.
3. (Secret - JGO) Met with Mr. Ralph Preston, House Appropriations
Committee staff, who told me he hopes to be able to schedule some time
during the coming week to get together with me to review the classified
materials held by the Committee. I questioned Mr. Preston about the interest
shown by Representative Bow concerning Uruguay and Representative
Andrews in the deteriorating civil situation in Canada during the briefing
by General Cushman. Mr. Preston advised that we should note these
interests but that both representatives are in their home districts and
there would be little point in attempting any followup.
Mr. Preston asked about the current Agency air travel policy inside
and outside the country and told me that the Committee has been advised
by the Department of Defense not to carry classified documents during air
travel. I outlined the present Agency policy and told him I would check on
the current application of the policy. The Chairman is concerned about
air travel of members and planned subcommittee trips.
I briefed Mr. Preston on the status in the Egyptian standstill zone,
possible imminence of a Soviet circumlunar probe, SS-11 testing, and
possible Soviet use of Singapore facilities.
