9. Robert Hull, Department of State,
called on our retirement legislative proposals which were in the Department
for comment to the Office of Management and Budget. I explained some of the
legislative histcr y of the transfer of Government contributions provision which
Hull was unaware of. Hull felt we had a nice tight legislative pacakage and
gave every indication that the Department would favorably comment by the
2 August deadline set by the Office of Management and Budget.
Mr. Hull was particularly interested in what reaction we received
on our funding proposals, and I told him as in the past we would keep him
advised on developments.
10. I I Ed Braswell, Chief of Staff, Senate Armed
Services Committee, called to say that Senator Stennis was particularly
interested in an unclassified history of the U-2 program to be included in the
package of backup material we are providing the Senator for the current
military authorization debate.
Braswell raised as more or less a hypothetical question the matter
of who should defend our Laos operation from the policy standpoint if this
should come up in the debate. I noted that even though it was an Agency
program, since the Agency did not recommend policy, it would hardly be
appropriate for the Agency to defend the initial decision. I said this was one
we would have to think about.
