1. (Unclassified - GLC) Mr. Victor Zafra, Bureau of the Budget
(now referred to as The Office of Management and Budget), called and
suggested certain changes in our proposed report to Representative
Henderson on the Ervin bill (S. 782). These changes included a statement
that The Office of Management and Budget advised that enactment of S. 782
in its present form is not consistent with the Administration's program.
Mr. Zafra added that all departmental reports received were negative,
and he is clearing out these reports today since he will be on leave for
one month.
2. (Confidential - GLC) Jay Sourwine, Chief Counsel Senate
Internal Security Subcommittee, called to express interest r7~7

3. (Unclassified - GLC) Called Kenneth Harkins, on the staff of
the House Judiciary Committee, and made arrangements for us to meet
with him on Monday to discuss our response to Chairman Celler's letter
regarding resolutions calling for the impeachment of Justice William O.
Douglas.
4. (Confidential - GLC) George Murphy, on the staff of the Joint
Committee on Atomic Energy, called in connection with

which would be in the JCAE's area of interest. I told Murphy I would alert
