5. (Internal Use Only - JSW NSA,
called to report his discussion with Representative Richard Poff concerning
the forthcoming report of the National Commission for Reform of Title 18.
pecifically took up section 798 and the omission of the wiretap
provisions. Mr. Poff agreed 100% with the NSA position and immediately
telephoned the Staff Director requesting that he be in touch wit
for a discussion and modification of the report. I la vise
Mr. Poff that other agencies were also concerned, specifically mentioning
CIA. Mr. Poff suggested that he have a CIA represe "Wipany
him to the meeting with the Staff Director. I advised that I
would be hap to go with him when the appointment is set. I indicated
to that we had not yet talked with Mr. Poff but still plan to
do so.
6. (Secret - JMM) Talked to Frank Slatinshek, Acting Chief
Counsel, House Armed Services Committee, who said Chairman Rivers
wants a briefing tomorrow updating the same sensitive subject we discussed
last week. See Memo for the Record.
7. (Internal Use Only - JMM) Victor Zafra, OMB, called to say
that OMB approved the immediate submission to Congress of Title II of
our proposed "legislative package" on retirement. He said the problems
of "equitable share of normal cost" and of "unfunded liability" which
were interrelated posed certain difficulties and that in the letter he is
sending us confirming the approval of Title II he would state that we plan
to work together to resolve these difficulties on the Title I items in time
for submission to the next Congress.
