4. II GLC) In response to Senator Jackson's query of
yesterday, I hand-carried to Richard Perle, on the staff of the Senate
Subcommittee on National Security and International Operations, an
updated statement prepared by FMSAC on Soviet ICBM Improvement.
This is an updating of the briefing statement used by the Director in
briefing JCAE in March. Perle said this would satisfy the Senator's
requirements quite nicely.

I JMM) Discussed the Ervin bill, S. 782, with
25X1 General Counsel of NSA, who says that NSA still hopes for
=acom:p e e exemption. I said this was certainly our position and we
would so state in response to the letter from Chairman Henderson, of
the House Subcommittee on Manpower and Civil Service, asking
25X1 for Agenc views.
understands that Henderson plans to report out the bill
without hearings, granting both CIA and NSA such exemptions "as they
25X1 need. "
said he hoped the Director would recommend a complete
exemption for and CIA. I said. I thought this was his intention,
and would keep= informed of any developments.
