7. General Counsel of NSA,
called regarding Senate passage of S. 782 (Ervin bill). was
concerned that the Committee report indicated the final version had
been approved by both CIA and NSA. I assured him that we had not
approved the final version. I said although it did include some language
we had recommended, it did not include some of our other recommendations.
In response tol question, I told him that it would be all right
with us if he told Admiral Gayler that we had not approved the bill either
in our own behalf or in behalf of NSA.
]was concerned over the possibility that, when sent to the
House, the bill might be referred to the House Judiciary Committee
rather than the House Post Office and Civil Service Committee. On the
basis of checks with Charles Johnson, Chief Counsel-Staff Director, and
Bun Bray, Associate Staff Director, of the Post Office and Civil Service
Committee, I told we thought it reasonably safe to assume the bill
would go to the Post Office and Civil Service Committee where we expected
sympathetic consideration.
I told we saw no point in complaining to Senator Ervin about
misrepresenting our views in his Committee report on the bill.
