DAVID M. ABSHIRE: Appointed Assistant Secretary of State for
Congressional Relations 12 March 1970, succeeding William B.
Macomber.
Abshire was born in Tennessee in 1926. He is a former
Executive Director of the Center for Strategic and International
Studies at Georgetown University. Before that he was on the staff of
the House Republican Policy Committee and a consultant on foreign
policy to the past three Republican national conventions.
He is a 1951 graduate of the Military Academy and holds a
PhD in Government from Georgetown.
HARRISON M. SYMMES: Appointed Deputy Assistant Secretary for
Congressional Relations in the summer of 1970, succeeding Ambassador
Horace Torbert.
Symmes was born in North Carolina in 1921, has degrees from
UNC and George Washington, and served in the Army during WWII.
His Foreign Service assignments include Alexandria, Damascus,
Kuwait, Bengazi, Tripoli, and Jordan (where he was Ambassador from
1967 to 1970).
