(Secret - JMM) I land I met with William Woodruff, Counsel, Senate Appropriations Committee, whom we briefed on recent developments regarding the Soviet ABM system, Soviet naval maneuvers in the Mediterranean and the Middle East military situation, including SA-3 deployment in Egypt. Woodruff said Senator Russell was still in the hospital and his release was uncertain. Woodruff expects Senator Ellender to chair Appropriations Committee hearings during Russell's absence. Woodruff also remarked that Senator Mundt's return to active work on the Hill was unlike 2. (Secret - JMM) I and I called on Senator Milton Young whom we briefed on recent developments regarding the Soviet ABM, Soviet naval activities in the Mediterranean, the Middle East situation and Southeast Asia. 3. (Secret - JMM) I met with Ed Braswell, Chief of Staff, Senate Armed Services Committee, whom I briefed on the Soviet ABM situation, Soviet naval activity in the Mediterranean, the Middle East situation and Southeast Asia. Braswell indicated that the upcoming phase of the ABM debate would be at least as complicated, and the outcome as uncertain, as was the case last year. 4. (Unclassified - JMM) Called Representative Bob Wilson to say the Director would be happy to receive members of the "SOS" and "CM" clubs at breakfast at 0800 on Wednesday, 8 April. Mr. Wilson said the attendance would probably be about 16 or 20 and asked that I call Representative Barber Conable who is in charge of the arrangements to firm up details. (Unclassified - JMM) Called Representative Barber Conable re the 8 April breakfast with the Director of the "SOS" and "CM" clubs, who said he would get out a notice of the breakfast meeting and give us a firm figure on the attendance, which would probably be about 15 or more, at noon on 7 April. Conable said the group would include the House Republican leadership and was "weighted toward the Appropriations Committee. " He said previous Agency briefings had not been particularly satisfactory because they had been "too general" and he hoped this one would be more successful. In response to my query he said he thought about a ten or fifteen minute briefing by the Director on current hot spots followed by a substantial question period would be best procedure. I told him we would provide his office with maps giving directions to the Head- quarters building. 6. (Confidential - JMM) Talked to James Kendall, Senate Preparedness Subcommittee staff, with whom I reviewed recent develop- ments. I asked Kendall if he wanted more regular contact with the Agency and he said that lately briefers from the Pentagon had been doing a satisfactory job of keeping the Subcommittee staff up-to-date although they were obviously using a great deal of material originated by the Agency. 7. (Unclassified - GLC) Returned to the office of Senator Charles Percy a constituent letter, missent to the Agency, which should have been sent to NSA. 8. (Confidential - GLC) Talked with Larry McHugh, Joint Economic Committee staff, about the request we had received from the Committee through the Library of Congress to update the studies on the Soviet economy which we prepared for the Committee some months ago. McHugh was under the impression that the Agency was insisting on a letter from Chairman Boggs on this and said they were in the process of getting such a letter signed. I told him this formality was not necessary and that in the future if he had any questions on things of this sort to please give me a call. McHugh said it was probably his fault for not checking on it and said he would contact me in the future on such things. I also told McHugh I understood there was some question as to whether the Committee would change its policy regarding employer attribution on articles written by the various authors.
