The attached informal memorandum was given to me by dir. Woodruff after several and meetings with him on the subject of the Mr. Woodruff said he was fully aware that I nad alerted appropriate Agency officials to Senator Russell's position on this withdrawal as set forth in the second para- graph of his memorandum. He said the only reason for writing the memorandum was to have a file copy with our reserve withdrawal letter to assure Senator Russell that he had conveyed the Senator's message to us. 2. Mr. Woodruff said this was merely another indication of the pressure he is receiving from Senator Russell regarding Agency reserve withdrawals. COUNSEL January 28, 1969 I recently had an opportunity to discuss with Chairman Russell the details involved in the contingency withdrawal reported to the Committee on Appropriations on December 23, 1968. Chairman Russell has no objection to the Agency proceeding with this project as long as its scope is limited to obtaining the capability as distinguished from the performing of the actual operation.
