3. Colonel White talked with Ralph Preston, House
Appropriations Committee staff, and cleared with him, as he had cleared
with Bill Woodruff, Counsel, Senate Appropriations Committee, the action
that we propose to take in connection with the liquidation of certain programs
of Radio Free Europe and Radio Liberty.
4. I I A suggested reply to a letter from a
constituent was delivered to the office of Senator John V. Tunney (D. , Calif. ).
The constituent expressed concern of alleged CIA support of the Shah of Iran.
5. Miss Louise Iovino, in the office of Senator
James L. Buckley (R., N. Y. ),was informed that the misdirecting of the
FBIS Daily Report to Senator Buckley had been taken care of. A copy
addressed to the Bulkley Griffin News Bureau was being mistakenly
delivered. (Mr. Thuermer's office advised they had no record of this
news bureau. FBIS is discontinuing this subscription. )

4, olonel White and Messrs. Colby,
and Ime with i. oo ruff, Counsel, Senate Appropriations Committee,
and Colonel White briefed Woodruff on developments concerning the release
of funds to cover the liquidation of certain programs of the Radios. Woodruff
said he had no objection to the action being taken and commended the Agency
for "scrubbing down" the requests made for the release of these funds. He
recommended, however, that letters be sent to Chairmen Ellender and
Mahon advising them of the action being taken. Mr. Woodruff reiterated
a statement he has made on a number of occasions before that he felt it
highly desirable for the Congress to include an open line item for the total
CIA appropriations. See Memorandum for the Record.

5. I I Talked with Ed Braswell, Chief Counsel,
Senate Armed Services Committee, and advised him of the request from
Lowenstein and Moose, Senate Foreign Relations Committee staff, which
had been relayed to us through the State Department (see Memorandum
for the Record of 22 December 1971). I told Braswell that the questions
raised by Lowenstein and Moose would be taken up with the Director on
his return, but asked Braswell if he had any thoughts on the matter.
Braswell said he thought that as a member of the CIA Subcommittee Senator
Symington was entitled to information on Agency personnel but he saw no
grounds for providing this information to Senate Foreign Relations Committee
staff members. He commented that even our own Subcommittees do not
ask for information on operational personnel.

6.1 Colonel White and Messrs. Colby, Maury, and
had a luncheon meeting with Ed Braswell, Chief Counsel, Senate
Armed Services Committee, at which Colonel White briefed Braswell on
the various actions which have been taken with respect to the Agency budget.

7. 9 I Mr. Joseph Wolf, State Department,
called to relay a request ma e by Messrs. Lowenstein and Moose, Senate
Foreign Relations Committee staff, which had arisen during the briefings
of these staff members for their trip to Southeast Asia early next month.
The requests concern information on Agency personnel and a request for
an SNIE on Thailand. I told Wolf these were questions that could only be
answered after consultation with the Director upon his return on 4 January.

8. Made arrangements for Colonel White
and others to meet with Bill Woodruff, Counsel, Senate Appropriations
Committee, tomorrow to discuss matters pertaining to the Radios.

5. (Internal Use Only - JGO) Met with Mr. Al Westphal, Staff
Consultant, House Foreign Affairs Committee, who told me that he does
not expect the conferees to meet on_S 18 the Radios bill. until after the
Congress comes back in January. He told me also that he had talked to
the Appropriations Committee people on Friday and that the Radios will
be included in the continuing resolution that is being drafted today.

10. I I Art Kuhl, Senate Foreign Relations
Committee staff, said he was accompanying Senator Stuart Symington
on a Far Eastern trip beginning about 15 December and wanted to make
sure his (Kuhl's) clearances were in order. I assured him they were,
but emphasized he was entitled to receive station briefings only and
nothing concerning internal Agency matters.
11. Delivered to Mr. Ralph Preston, Staff Assistant,
House Appropriations Committee, a letter for Chairman Mahon from the
Director dated 6 December concerning withdrawals from the Reserves.
After a brief review of the purpose of the withdrawals, Mr. Preston noted that
this letter relates to monies "that have already been spent. "
Mr. Preston told me that the Appropriations Committee conferees are
meeting this afternoon on the supplemental appropriation. The question of
meeting of the appropriation conferees on the military appropriation bill is
still up in the air. He said the Chairman plans to take the foreign aid appro-
priation bill to the floor of the House tomorrow under a rule waiving points
of order. He noted that since the Chairman and principal Committee members
will be on the floor there will be little time for any conference meetings. He
told me also that no new continuing resolution is in the works to extend
expenditure authority beyond the 8 December termination date of the present
resolution. Mr. Preston told me there should be no difficulty with the Senate
amendment to the supplemental which provides for RFE
12. Met with Mr. Richard Barton, Staff
Assistant, House Post Office and Civil Service Committee, who told me
that although the full Committee is scheduled to meet on 16 December, the
meeting may well be cancelled in the interim due to a lack of quorum.
He told me that the letter from Chairman Hebert concerning H. R. 11150
has been duplicated and will be placed at each Member's position the morning
of the hearing. I thanked him for his consideration.
13. Met with Al Westphal, Staff Consultant,
House Foreign Affairs Committee, who told me that the conferees are
stalemated on the foreign aid bill due to Senator Mansfield's (D. , Mont. )
position concerning the end-the-war amendment. He also told me that
the House had appointed conferees on S. 18, the Radios bill, but that he saw
no hope at this time of the conferees meeting on S. 18 prior to conclusion of
the conference on the foreign aid bill.

Monday - 6 December 1971
1. I I Bill Woodruff, Counsel, Senate Appropria-
tions Committee, advised that the Senate had amended the supplemental
appropriations bill (H. R. 11955) to include an appropriation of
for Radio Liberty and Radio Free Europe contingent upon the enactment of
S. 18 or other authorizing legislation. If this amendment is accepted by
the House, as expected, and enacted, there remains only agreement by the
House and Senate conferees on S__ .& to complete legislative action to provide
for continuation of the Radios.
Woodruff said he expects the conferees to meet on the Defense
appropriations bill on Thursday, with passage of this measure on Friday
and congressional recess by the weekend.
2. I Mr. C.B. Morrison, on the staff of Senator
Allen J. Ellender (D., La. , said the Senator called him today to say that
when Mr. Helms visited him last he offered to"winterize" the Senator's
camera for his trip to Antarctica. The Senator would like this done in time
for his departure a week from today. I told Mr. Morrison I would check on
this and be back in touch with him. The Senator also asked if Kodachrome II,
which is the film he normally uses, is suitable for this trip.
I contacted Mr. Art Lundahl, NPIC, immediately. He said it was he
who had suggested to the Senator that he have his camera winterized for this
trip, but he did not offer to do it. Mr. Lundahl is contacting the Navy, however,
to see if arrangements can be made to have the necessary work done.
3. Mr. David Martin, on the staff of the Senate
Internal Security Subcommittee, provided me with a copy of the published
document "The Assault on Freedom" (A Compendium of Theoretical and
Policy Statements by the Communist Movement, Domestic and International,
and by other Organizations Committed to the Violent Overthrow of Free
Institutions), which has been passed on to CI Staff,
Mr. Martin also said the Subcommittee is considering hearings on
the Communist propaganda apparatus, both overt and "cryptic. " He said
they are hoping to have Frank Shakespeare, USIA, testify on the open
propaganda and they are considering Bert Wolf and Arthur Koestler, but
he would like any suggestions we might have as to recent defectors,
escapees, or others whom we might suggest as good witnesses on the
Communist clandestine propaganda apparatus. I told him I would check
and be back in touch with him. (%(%
