I talked to Mr. Ralph Burr, Legislative Reference staff, OMB, in response to OMB's request for views on the State Department proposed draft bill "To provide for the establishment of an American Council for Private International Communications, Incorporated, to grant support to the activities of private American organizations engaged in the field of communication with foreign peoples." I told Mr. Burr that the Agency supports generally the proposed legislation. I also outlined for him a prime consideration that the legislation protects the private as opposed to governmental nature of the $ clip Mr. Burr thanked me for the call. I I Mr. Cord Meyer, ADDP, and I joined Mr. David Abshire, Assistant Secretary of State for Congressional Relations, and Richard T. Davies, Deputy Assistant Secretary of State for European Affairs, in meeting with House Speaker Carl Albert regarding proposed legislation for the funding of Radio Free Europe and Radio Liberty. Mr. Abshire explained the problem and the Speaker seemed completely sympathetic. He noted the danger that amendments from the floor might complicate the problem, and recommended that attempts be made to get the legislation on the Consent Calendar or that a "closed rule" be obtained. He indicated either course would have his support. 2. I I Mr. Meyer and I then met with Senator Milton Young to inform him of our plans regarding legislation for the funding of the Radios and seek his cooperation. Mr. David Abshire's secretary called to say he was setting ith House Speaker Albert regarding RF5F and RL for Wednesday morning and asked if Mr. Meyer and I would be avail- able. I said we would and Mr. Abshire will let us know later of the time and place of the meeting. Met with Mr. Ralph Preston, House Appropriations Committee staft, an brie led him on the current status of the Agency retirement investment program. Mr. Preston had no questions and seemed mildly impressed by the program. Mr. Preston passed on to me that the Chairman, by remarks relating to the meeting with Agency and State personnel about the Radios, has emphasized his strong determination against any further funding for the Radios in Defense legislation. He told me also that the Committee schedule for the coming month is extremely tight. The Committee is already getting behind supplemental and reprogram- ming legislation. Also, the Chairman has mentioned his desire for a meeting of the "special group;" unless something happens to force a change, there is little time available to schedule one. As an item of old business, Mr. Preston also noted that there will not be time in the next week or so for any review of files. I briefed Mr. Preston on the India/Pakistan situation and the Salyut space mission. I I Returned the call of Ralph Burr, Legislative Reference Service, OMB, who said that our comments on the draft bill and proposed Speaker letter on the Radios were no longer due on an ASAP basis since the Senate hearings had been postponed until later in May. I thanked him and told him we had not yet received the legislative package which he said he had sent out by special courier sometime last week.
