Attached is a copy of a memo the Director sent to
Dr. Kissinger today. I think the memo is self-explanatory,
and I am sure you can appreciate the problem that this matter
poses for us; and if your good offices could be used to try to
persuade Senator Case to back off of this we would be most
grateful.
In the Director's absence, I tried to reach you this
morning but he will be back in his office this afternoon and
would very much appreciate a call from you at your earliest
convenience to let him know your reaction.
Senator Case's press release contains several errors
(see attached Fact Sheet), but our main concern is that:
a. We have here a program of con-
siderable effectiveness in the Iron Curtain
areas which would be gravely damaged by
Senator Case's proposed action.

b. Ever since the Katzenbach report four
years ago efforts have been made to find some
alternative to the Agency's support of these programs,
but thus far without success, and we have therefore
been directed by higher authority to continue to support
them while these efforts continue.
