DIARY NOTES
DD/S 30 August 1965
1. At the Executive Committee Meeting:
a. Colonel White asked that the DDI present his budget to the Director
on Tuesday, 31 August at 10 a. m. The other Deputies were invited to attend.
(Since I plan to attend, I asked Mr. Warfield to take over the DDS staff meeting on
Tuesday.)
b. There was a problem where the Director failed to get some supporting
data from the DCI Duty Officer. This caused the Director to expound on this prob-
lem. He wants to be informed of any incidents, matters, or problems concerning
which he might receive calls from the White House, State Department, etc. He
advised it is his job to try to read what is sent up to him, but it is our responsi-
bility to see that he has everything of importance. (More information of this
nature should be sent to the DCI, and I have asked Mr. Warfield to mention this
requirement at the DDS staff meeting. The reports for the Director should be
addressed to the DDS who will sift through them and pass to the Director those
that warrant his attention.)
c. Colonel White mentioned a criticism from Senator Young of Ohio
alleging that CIA people live above their scale at overseas posts which evoked
general discussion in contradiction of this statement. We pointed out to the
Director that this matter has been raised many times, and we have looked at it
and found no evidence for the allegation. The Director, however, said that he
wants it made clear to people going on overseas duty that, regardless of personal
means, they will not live ostentatiously but will Ave in accordance with their
position and post requirements. This is in relation to cars, furniture, and other
outward evidences which might evoke envy or criticism by other members of the
mission. (This matter should be mentioned at the DDS staff meeting.)
d. Colonel White is to meet with Charles Schultze, Director of the
Bureau of the Budget, to obtain approval for the Director to have a Cadillac or
appropriate limousine. He asked that we take the series of papers on the subject
and condense them into one for reference material in his discussion with Mr.
Schultze.

2. After the meeting, I checked with Colonel White as to status of my paper on
the Interdepartmental Seminar. He advised me that no action had been taken
confirming my recommendation that the next course on 13 September must have
a full Agency quota. I accordingly instructed to check with the 25X1 A
Office of Training to make certain that Agency components meet the required
quota.
