I was advised that the full quota of eight nominees to the National Interdepartmental Seminar had been filled. Colonel White reported two queries to me which I in turn passed on to Bob Fuchs. One questioned whether Sherman Kent could approve per diem on some round trips to the West Coast where no expenses were in- curred. The second query was whether the Executive Director-Comptroller is the designated officer to approve representational allowances for the Deputy Directors. This question arose because has 25X1A lonel White called to ask for the services of for 25X1 A one o review the Executive Registry to ensure a better paper ow and operating system. Mel will report to Colonel White immediately. 5. 1 advised Howard Osborn of Colonel White's desire to invite Marv Gentile, Deputy Assistant Secretary of State for Security, to lunch sometime in the near future. One of the purposes of the luncheon is to query Marv firsthand about the security of the office of the Secretary of State, where the Director has to discuss highly sensitive matters. (Howard will arrange this luncheon.) 6. I have had several conversations with Emmett Echols about his front office staffing for the handling of letters and communications for action by the Director or Dick Helms. Emmett admitted inadequate staffing, and I advised him that this must be corrected. He will endeavor to bring in a com- petent person to handle these matters. The question of whether the relief map of Vietnam in the Director's office is nailed to the wall or can be removed for briefing purposes was the about it today. He advised that the Director's statement that the map was secured to the wall was all misinformation and that there was no problem or issue. 8. Emmett Echols was in about the following items: a. Emmett advised that the Office of Medical Services is holding 25X1A up final approval of departure because his 25X1A medical examination " as not been completed. Emmett indicated that Mul apparently has not taken all the necessary medical tests. I called Dr. Tietjen, who stated that this was not the case. He said that the clinical tests had to be further evaluated and that Mul might be too active for his past medical history. I asked Dr. Tietjen whether there was anything I should do to speed up this process. He said, "No, " and I in turn asked him to move quickly and clear up this matter since Mul was about to depart. (There was an element of slowness on the part of the Office of Medical Services, and they did not appear to be concerned that this delay might in any way upset departure plans.) b. Emmett said that he had received he Lighthouse for the Blind concerning who 25X1 A were injured in the bombing o e Saigon Embassy. The Lighthouse people offered guidance to the Agency on how to treat newly blind persons.. Emmett askeiwww mmitted ourselves to providing em- ployment for I said that we had and that we would work out some sort of job for them on a temporary basis until we can determine whether their best future lies with the Agency or private industry. Emmett will proceed with this action. 9. Howard Osborn was in to see me about the following items: a. Howard advised me that in the next week or so he will transfer from his position as Chief, Personnel Security Division to Chief, Interrogation Research Division and will move 25X1 A up as De ut to This action is being taken to correct insistence on being a case officer instead of a senior supervisor.
