I 1Z Approved For Releas 002/01/10 : CI 'l- T00341R0001GW30102-7 DIARY NOTES DD/S 1 July 1965 1. At the Executive Committee Meeting this morning: a. Mr. Helms presided. b. Mr. Kirkpatrick asked whether anyone knew the essence of the agreement reportedly reached between Senator Russell and the Director. No one knew, and it was agreed that we would endeavor to obtain the information from Mr. Houston. c. Mr. Helms mentioned the proposed agenda for the meeting of the President's Foreign Intelligence Advisory Board on 8 and 9 July. The topics were divided as follows: Mr. Cline, the intelligence brief- ing; Mr. FitzGerald, clandestine activit and covert action- r Angleton, counterintelligence; and plans 25X1 A for Fiscal Year 1966. There was a scussion regarding our re ation ship with the Board and the substance of our briefings. It was made evident that we should seek to improve our relationship with the Board by cultivating the Board's awareness of our problems and difficulties and seeking their support and assistance in resolving some of these problems. d. No DD/S items were used for the briefing at this meeting. 2. I inserted a change in paragraph 2 of Headquarters Regulation Contacts with the Press, concerning violations of security in reference to press relationships. The change was necessary because the wording was too stringent and did not provide for the administrative deter- mination that a violation might have occurred. 3. sent us a notice that the Director would like to com- plete briefings by the individual offices. We will send a schedule to Walt giving the priority ranking of DD/S briefings, and Walt will then set the date for these briefings. 4. I discussed with Colonel White how we should handle the approval of expenditures of money since no limit or amount is defined in the regulations. These expenditures would include budget activities, research and development contracts, and diversion of funds within budget programs. 5. Bob Fuchs called about a proposed Finance Conference for WE and EE Finance Officers in October 1965. I suggested the procedure under which such a conference should be conducted but suggested that he first query the field through the WE and EE Divisions about the topics which would be of interest to determine whether a conference is necessary. Based upon the 6. Mr. of the Office of Training spoke with me regard- ing the briefing I am scheduled to give at the National Security Agency on 14 July. He stated that 200 to 250 people would be present. It was agreed that I would need vu-graphs. (The Office of Training will prepare these..) 7. At the Executive Committee Meeting this morning: a. Dr. Wheelon mentioned a committee chaired by the Army which is concerned with plans for the defense of the United States against hostile missile attacks. The Committee is planning against a limited threat and has turned to the Stanford Institute rather than to the Intelli- gence Community for estimates defining this limited threat. Stanford Institute personnel are not cleared and do not have access to pertinent intelligence information. The Agency has not been specifically consulted for estimates, and it is therefore felt that the study is being conducted on weak grounds. This trend should be corrected and proper use made of the intelligence situation.
