Dick Helms agreed to speak in the Director's absence. Both Dick and Colonel White had made it quite clear that the ceremony should not exceed thirty minutes. However, the ceremony did run a little over forty-three minutes, which was a source of irritation to Dick. Emmett Echols prepared a report stating the reasons why the ceremony ran over - time. Employees receiving awards were spaced too far apart, and Colonel White spoke five minutes longer than the time allotted to him. Colonel White suggested that next year we reduce the number of people who receive awards on stage. R LB: jrf 2. Gates Lloyd was in Washington for the day and stopped by to dis - cuss his future usefulness as a consultant I told Gates that 25X1 A Alan Warfield is now in charge of the project and that he should discuss his future service with Alan. Gates said that he would attend the Board Meeting in New York City on Tuesday, 21 September, and that he would take this opportunity to discuss his continued service with Alan. I gave Gates a quick rundown on recent developments as I knew them. He seemed 25X1 A quite pleased with the activity of the project.
