I received a call from Colonel White's office and another from the Director requesting a letter to the White House on nonreimbursable Agency employees assigned to other Government agencies. (Mr. Helms later ad- vised that the letter should include information on both reimbursable and nonreimbursable employees.) The letter should include the name and salary of each detailee, the date and purpose of detail, and the arrange- ment under which the detail was made. (I asked Emmett Echols to prepare the necessary information by the end of the week.) move could run a million dollars, I want to be sure that this move is necessary. In effect, this will mean the processing of almost 2, 800 applications to obtain the 680 persons, a ratio of about 4 to 1. We agreed to set up a special personnel unit in NPIC to accomplish this, and we agreed on the general details of the operation.
