Mr. Houston called to advise that the justice Department has under consideration the authority to tax IBM rental equipment within the County's jurisdiction and whether or not this may be considered a discrimination tax. No action has been taken with the Fairfax County Tax Supervisor, but this will be done when the _Justice Department reports its findings on this matter. (Mr. Is to prepare a 25X1A status report from the DD/S to the DCI on this matter.) 2. Travers Tract. An article appeared in The Washington Star today concerning the application of Robert Travers to have the eleven-acre tract at the entrance to the CIA rezoned for high-rise apartments. I discussed this with Colonel White and called Mr. George Meloon. The latter, upon approval of our basic paper, is to take action to determine whether Travers has a renewal of his option and whether or not purchase of this property is still a possibility. 3. Chauffeurs' Allowance . I advised Colonel White that the chauffeurs' allowance of $125 is a dollar allowance and that we would make $15 of this available for the purchase of clothing accessories such as shirts, etc. (This question arose in connection with a question from Colonel White's25X1 A driver.) 4. Fourth Building in Rosslyn . I informed Colonel White that we had had a series of meetings on the need for a fourth building in Rosslyn. In view of the reduced numbers of additional personnel requested for FY 66 and the obvious limitation for FY 67, the urgency for additional space is not evident. I further pointed out that we will fill the three buildings at present in Rosslyn but will sacrifice room for any contingency. Another building is expected to be completed in October 1967 and we could lay claim to anticipated occupancy of that building. In addition, the acquisition of a fourth Wilding now, namely the-BuildI2 ,X1A would cost us a total of $804, 000 in FY's 66/67. This has not been budgeted for and we would have to take it out of other programmed funds. On this basis, I advised we were not seeking a fourth building. Colonel White concurred. We will advise GSA of our interest now in the building that will be completed in October 1967 and additionally will provide funds in the FY 68 budget for the building and related expenses. 5 . I stated that an ad hoc meetin of the Personnel Evaluation Board had been held for the purpose of approving return to duty. I advised that we would use iovernment-type briefings 25X1 A Colonel White was a bit concerned over this proposal but I advised him that we would work into this gradually. Colonel White advised that he would discuss 25X1A this with Mr. Helms and advise if there was any action to the contrary. 7.
