1. Emmett Echols gave me a dry run of the briefing for the Director on
the proposed recruitment program for NPIC. It was a good briefing and con-
tained a number of excellent ideas. However, we did discuss some changes
in the manner of presentation. I have arranged for Emmett to give a similar
briefing to Colonel White on Friday, 5 November.
2. The Director called me to his office to express his concern about
the security alarm system at his house. He cited several instances when
the alarm has rung in error. The Arlington Police have always arrived im-
mediately, and in one instance the Agency Security Officer arrived fifteen
minutes later; in the second instance, however, he did not arrive at all. I
was aware of these incidents, which were caused by a fault in the alarm
system. The Office of Security has been trying to correct it. The Director
asked that the Office of Security completely review the system and make
any necessary adjustments to assure its effectiveness. He also asked that
the system be dry run several times to assure the timely response of the
Security Officer to the alarm. I aske o make a complete
survey of the alarm system and to make any c nges or modifications to
ensure that it works properly. When this has been done, we will meet with
the Director to brief him on the results of our survey and to discuss how
the system works.
