1. The Director is not happy with the KY- 3 telephone and has told
the Director of Communications to crank up some research and development
on er and simpler method of secure telephone communications. Mr.

4. In response to Jack Earman's statement that the eople 25X1A

procurement people were boxed in, and he wanted a review of the pay structure
for procurement officers compared to the pay structure for them in other
