invisible" replacement for McGeorge Bundy. By "invisible" it appears that he
will not become widely known as the President's Foreign Affairs Staff Officer.

Basically, the idea is a good one since it recognizes the regional characteristics
of medical services and I believe we should move in this direction. This raises
a question about Why shouldn't they be treated the
same way? Here again, I am for it.
7. Col. White wants to take a pretty firm position on retention of our
medium and heavy sedans for as long as they are economically repairable and
useful. I told him that Mr. Bannerman had decided to replace his Mercury
and that Jack Smith also wanted to replace his sedan. George Meloon has some
8 cylinder Plymouths and I asked him to set two of these aside for these replace-
ments. He will also give me the mileage and justification on the remaining
vehicles. In this connection, Col. -White also mentioned. that the Director would 25X1 A
like to replace his Cadillac. This presents a whole new set of problems.
