SUBJECT: Notes for Mr. Bannerman
1. Publicity - At the morning Executive Committee meeting, I mentioned
the partial correction on the Boy Scout story appearing in the WASHINGTON POST.
Mr. Helms asked that I tell the entire Committee the history of this case and, at
the end, stated that we should learn from this one that it is necessary to correct
items appearing in the Northern Virginia newspapers with the Washington news-
papers since reporters look to the county newspapers for news leads. He wants
this done in the future.
2. Management Award for Col. White - Mr. Echols checked with the
Awards people and decided that we really do not have enough time on the job
to push Col. White's nomination this year. He recommended to Mr. Helms
that he be nominated next year instead and Mr. Helms approved this plan.
3. Career Trainee Program - Mr. Helms requested, a 15-minute briefing
on the CT Program. He does not want a long recitation of history but wants to
know where we stand and what our plans are. I asked :o coordinate

4. Secretarial Su ort to the White House - Mr. Helms said tha
ad called him regarding the transfer o

office to office . He wanted to know if we have an agreement to
provide ith secretarial support and, if so, to proceed. He said
tha nt to e the case officer on this but called k later to suggest
tha secretary, now working to knew the job, 25X1A
had worked there last summer, and was ava e . passe this on to Mr. Echols
who has been in touch wi nd will handle the entire thing.
Some conversation took place about whether or not we are able to
use o writes for the WASHINGTON POST. I alerted Howard Osborn
to t s an o him that Mr. Helms had directed that he be advised if a refusal
is received.

6. Mr. Herschi of the Boy Scouts called and read a statement that the
National Capital Council is. issuing setting the record straight. Later Col. White
agreed to defer writing letters to the Arlington and Fairfax County Boards because
the STAR indicates that they are writing to us and he did not want to have a pro-
liferation of letters crossing each other.
7. Mr. Helms said categorically he wants no recognition to be made of
his first anniversary as DDCI. He said the DCI would speak for himself.
. Howard Osborn and I asked Mr. Helms how he wanted to handle the
