DD/S&T Space Requirements : I called Carl Duckett and advised that there was urgency in arriving at a decision as to the DD/S&T space needs since my options outside the Agency for the renting of space were rapidly we do not negotiate quickly. Mr. Duckett explained that he had been seriously concernedwith this matter and had been endeavoring to work up feasible studies on proposed moves by elements of DD/S&T which he wished to submit to the Executive Director and the Director for approval and decision. He advised he has such a study prepared on OSA and is now proposing an alternative to move OEL and OSP in combination. He advised that he was in a difficult position with OSA because of the morale factor. However, it does not seem logical to move OEL and OSP and retain. OSA when OSA will go out of business within a year. Mr. Duckett advised that he would have this study ready either 21 or 23 February for submission to the Executive Director. 2. Recruiting at Harvard University : The statements of Dean Monro that CIA in effect was not welcome on the Harvard campus were discussed at the Executive Committee meeting and it was decided that Mr. Bross should take over the problem of how to approach members of the Harvard corporation or the Harvard Executive Committee as to the CIA posture on campus. I have forwarded to Mr. Bross some of the material that we had and have asked Personnel for a further write-up. At this stage it is agreed that we will first have-visit Dean Monro to obtain a more definitive statement as to his attitude and posture concerning future CIA recruitment on the Harvard campus. We have already agreed that we will recruit off campus on 27 and 28 February. However, we will visit the Harvard Business School which was quite receptive to our visit.
