Attached herewith are three copies of a training manual used by the KGB to instruct its staff officers in how to recruit Americans as espionage agents. It is sug- gested that it would be appropriate for you to pass this 25X6D document to as a follow-up to previously expressed. concern about KGB operations against personnel abroad. The document is being given broad dis- semination within the U. S. intelligence community, but there is no procedure for including In 25X6D such routine -dissemination. 25X1A8a 2. This KGB document is entitled "The Recruitment of Americans in the United States and Abroad." It describes KGB goals, targets, operational doctrine and special problems encountered in working against Americans. The chapter on operations against Americans abroad, starting on page 25, has particular significance for the Peace Corps as it dis- cusses a KGB directive calling for intensified recruitment operations on a world-wide basis against various categories of Americans residing or works g abroad. It does not spe- cifically name as targets, but we 25X6D believe this is because the document was written in 1962; if it were being written today, NEWWertainlY 25X6D be included. Our observation of Soviet intelligence activities abroad confirms that KGB operational doctrine as described in this document is being implemented in practice. Spe- cifically, there has indeed been a substantial increase in recent years in KGB operations against American Embassies and other U. S. installations abroad.
