Concerning the Records Center Alarm and. Water problems:
a. Three additional units to strengthen the alarm system
are to be installed, and inspected. for acceptance this
week. _ is withholding a $68,000 payment until an
acceptable system is in operation.
b. The attached memo from states Office of
Communications does not have funds available and
action on the water problem will have to wait avail-
able M funds or year end fund.s. The = engineers
feel the water is not a serious problem. Consequently,
nothing has been done beyond, the original proposal of
31 July. I believe M engineers and. possibly the
Commanding Officer did. not fully appreciate the position
or action requirement given them by the Office of
Communications, Administration Officer. I suggest that
it will be a sufficient stimulant if we call and inform
him of the status quo and lack of planned action on the
water problem. Would. you wish to call him or shall I:
