3 8 Rpprroved For Release 2000/08/03 : CIA-RDP72-00450R000100280039-0 22 November 1968 MEMORANDUM FOR: Chief, Records Administration Branch SUBJECT : Vehicle Support for the A&RC 1. It seems that is questioning the vehicle support they have been furnishing the A&77-;-therefore., I thought it would be a good idea if I furnished you some information about past procedures and current developments as I know them. 2. Since A 1955 the A&RC has used the "Stand-by" vehicles 25X1A6a ~ assigned to the Motor Pool. Over the years ther e been at least two vehicles here on a stand-by basis for use by all components on a 25X1A6a first-come-first-served arrangement. When these vehicles were not avail- able, the A&RC has been assigned one of the vehicles assigned to them Administrative Staff. On rare occasions, when all vehicles were in use, A&RC personnel used their personal vehicles to deliver an urgently needed document to Headquarters. 3. In 1958 the reaffirmed the availability of a vehicle atmfor A&RC use Attachment 1). 4. In July 1968 Asst. Chief, - Engineering Division, requested a memo from the A&RC to assist the Station in increas- ing the Vehicle Allowance (Attachment J2). The A&RC forwarded the requirements as requested (Attachment #3). This was the last time the A&RC was contacted by anyone at - pertaining to vehicles, until 18 November 1968 (Attachment ). 5. Apparently = is making some arrangements to rent a car for A&RC use. I do not feel that a rented car would be satisfactory for A&RC use because of the security, cover and operational requirements. One of the most important uses made of an official vehicle by the A&RC is for deliver- ing urgently needed documents to operating officials in the Headquarters area. The procedures for making these deliveries are outlined in calls for the use of an officially owned vehicle equipped with a two-way radio. Special deliveries are made by A&RC personnel because the operational need is so great that the requestor 25X1A6a 25X1A6a 25X1A9a 25X1A6a Approved For Release 2000/08/03 : CIA-RDP72-00450R000100280039-0 Approved For Release 2000/08/ IQ- DP72-0045OR000100280039-0 cannot wait for regular mail service. Waiting for a rented car to be delivered to the Station from the Renting Co. would seriously hamper this emergency service. Some of these deliveries are made after hours and on week ends; here again the rented car would jeopardize the operation. The A&RC has been instructed by 25X1A6a 6. This to me is just another action in a series of actions taken by =over the past several months that reflects a trend by =to reduce 25X1A6a the amount of support to the A&RC. Maybe the only answer is for the A&RC to become 100 per cent self-supporting and completely independent from ?5X1A6a M even though this arrangement would be more costly to the Agency. x v Vag.+uwaa 1.
