The Gospel According to LBJ
AMONG other things, President John-
son is thoughtful of histaria~ns. So badly
does he want to help them that he has
sent out a memorandum asking each
department and agency of Government
to prepare a full written history of the
Era of LBJ.
The memo further says that "at least
two highly qualified individuals .. .
should be assigned to this task on a
.foil=time basis." .
Mr. President, it won't work. No his-
torian worth his degree would accept
your spoon-fed accounts without doing
his own research on your material. And
no citizen worth surtaxing is interested
in seeing his money spent an what some
detractors might consider a glorifica-
tion of your regime.
If the President has no better work
far these "highly qualified individuals,"
here would be an ideal place to start
cutting that $6 billion from the budget.

In these troubled times, when
many a federal official is just
trying to make it from day to
day without messing up his re-
tirement plans, the White House
is taking a long, historic view.
A memorandum has gone out
to all Executive Branch agen-
cies to prepare a history of their
activities during the Johnson ad-
ministration.
"In recent months," the White
House memo explains, "numer-
ous historians, political scien-
tists -and interested citizens have
urgd that efforts be made by the
Executive Branch to insure that
the major problems, decisions,
and achievements of the John-
son administration be identified,
recorded and documented to as-
sure that future generations are
not denied the opportunity to ex-
amine and evaluate these
events."
The unprecedented research
project -designed to spare his-
torians the trouble of digging
their own facts out of official
documents and newspaper clip-
i~.
pings - is supposed to include
behind-the-scenes glimpses of
the Johnson administration at
work.
"Emphasis will be placed on
the process of arriving at and
implementing major decisions,"
the memo says.
Each department and agency
is being asked to prepare a fully
documented history of its prob-
lems and achievements if any,
during the Johnson years, and it
is not .something to be turned
over to a file clerk or a summer
intern, the memo makes clear.
"This effort should be given
close supervision by a senior of-
ficial, and at least one highly
qualified individual with a com-
prehension of your agency's ma-
jor activities should be assigned
to this task on?a full-time basis,"
the memo warns.
The effect of this carefully
worded directive can be imag-
ined. What self-respecting agen-
cy wants to admit that it has
only one highly qualified individ-
ual who understands what is
going on in the agency?
According to reliable informa-
tion, one minor bureaucratic
fiefdom with about 200 employes
has three staffers working full-
time on the unit history project.
A series of deadlines is listed
in the White House memo: "Out-
lines of significant events" was
to be submitted June lA, six
days after the memo. was issued.
The first "Progress Report"
was due last Friday, and succes-
sive reports are due July 5 and
19 and Aug. 2 and 16., "First
drafts" are to be submitted Aug.
30, "Final drafts (with documen-
tation)" are due Nov. 1. "Sup-
plements" are to be in by Jan.
15, 1969, five days before -the
Johnson administration expires.
The memorandum is signed by
Joseph A. Califano Jr., special
assistant to the President. And
in case any time-serving offi-
cial felt like laughing off" the
President's little history-making
project, there was a grim warn-
ing. concerning the agency staff-
ers assigned to the operation:
"The names of the designated
individuals should be reported to
my office by 12 noon; Wednes-
day, June 12."
