7. CODIB-D-75 1, 1 Mar 65 (Proposal for Central Storage Facilities
for Inactive USIB Community Agency Records): In response to the Chairman's
request for comments, noted that reference to SCIPS estimates
on pg. 2, para. 1 (Conclusions) of the attached study was misleading in
that the SLIPS reference was to unit records, including punch cards, not
storage medium. The Chairman noted that CODIB was not called ~upon yat
this time to approve the proposal and that CIA, at least, would need to
look into it further before suggesting endorsement. He said that CODIB
does applaud efforts such as this aimed at abolishin unnecessary
duplication or expediting information handling. said that
the intent was to inform CODIB of some current t ling and to obtain,
if possible, endorsement in principle. 0 hoped that CODIB could
endorse the ideas after it had been further staffed within member
agencies.
attachment 1 re limited NSA participation and expressed his view that
CODIB is concerned with records and that solicitation of blessing on
this proposal is proper CODIB business. noted that for
security reasons, NSA involvement would be limited; he expressed
appreciation to CIA for taking the initiative on this. The Chairman
directed that the NSA amendment be circulated for information, noting
again that the Committee endorsed efforts such as this but that this
specific proposal should carry over to another meeting. He noted also
that the NSA handout was essentially an implementation of existing
policy; noted that implementation may involve change in
policy and while economy is desirable, there are certain control caveats
that must be preserved, even if costly. Col. Schatzley commented that
intelligence records were only one facet of the large overall Air Force
records area; more detail is required on the proposal.
9. The Chairman then noted progress made by the records officer,
suggested furtheh discussion of the proposal within each agency and stated
that CODIB should be kept aware of implementation plans, if any,
resulting therefrom.
