I (proposal was based on the assumption that the present agency relocation site and the Vital Materials would not survive a nuclear attack. 2. To compensate for this he advocates dispersion of selected finished intelligence. Dispersion is fine and I feel that it is necessary to our Vital Materials Program. However, the fact that these selected intelligence materials are considered vital.to carrying out our wartime mission they should be deposited, and maintained, in the most readily useable form, (hard copy, bound and with all maps and exhibits in proper sequence). Experience acquired through participation in several Operation Alerts substantiate the fact that requests for NIS ctions were very high, percentage-wise, in comparison to all requests received from DDI Offices. 3. Application of microfilm techniques does not appear suitable to this type of operation. If we were forced to rely on actifilm cards the efficiency of our emergency operations would be greatly reduced through the limitations consistent with actifilm viewing and reproducing. In addition to this, must also consider the excessive costs to be incurred in the Printing of 3 M copies (7ci per page) at time of emergency. 4. As to dispersal sites, I'd like to state that there is ,,-a--strong possibility that satisfactory dispersion is presently available and not readily known. For example, several of our offices receive copies of the NIS. If we could select a few of these offices that are not on the list of critical target areas and outfit them with the selected materials, we would have a good dispersion program. 5. I would like to suggest that OCR prepare a list of all rec ients of e NIS and other selected materials, not just generally by agency-or service, but include more specifically the unit and address of unit facility. Further, that this list include a notation indicating whether each recipient receives all issuances, and whether or not they keep and maintain them to provide complete current coverage. A phone 25X1 conversdion, this date, with indicated that such information is not presently available, but he has agreed to provide us with a detailed list iiithin the next two weeks., 7. It appeared to me that the cost estimate for microfilming of 700,000 pages ($8,800) was quite conservative. However, there may be some new filming techniques which will cut the operator's time resulting in reduced costs. I do think that we should request that check the validity of the estimate.
