Ar.other foundation was added to the list
yesterday of org, anizations which have granted
money to student groups out of funds provided
by the Central intelligence Agency.
The disclosure of the Foundation for Youth
and Student Affairs' activities follows by a day'
the announcement by the National Students
Association that certain organizations had grant?
ed CIA money to sponsor the: international ae-
?'.vities of the Associatdon. ,
aepor',:s that the United States Youth Council'
had also received direct subsidies from the CIA.
were denied by the Council yesterday. The.
u.:.ohc.ssraar, for the Council maintained, however,
bat he had been told by the Foundation that it
1-.L,(1 received CIA money.
The Foundation is one of several funding
bodes that have been described as C1A-support- ?
: by the Youth .COuncil. The Sydney and Esther._
aabb Foundation of Boston and the Independ-
. once Foundation of the 'same city were con?
ceded to be direct CIA money sources by Eu-
,-_,?er.e Groves, president of the NSA, after he had
:earned that his. Association's tie with the CIA
would be outlined in the March 'issue of Ram-
7ur:,s. magazine. ?
? esident Johnson Tuesday night ordered
an end to all CIA funding of student groups
amid demands by Congressmen that the CIA
activities be investigated. .
? Although ?attempts ? to contact the Rabb and -
Independence foundations have failed, the Foun7.
t1;ition for Youth and Student Affairs was,
rvached yesterday;: A spokesman there declined.
beyond, "You'd. better call the
now more :about. this organization than
;'. it C4."
The- Foundation has in the past supported
? student service and educational activities. It pays.
? the bulk of the administrative costs to run the
? NSA, according to the Association's budget..,
? figures.
Two years ago, the Foundation granted $200
to help finance the Latin American Conference
at Brown, according to Diana ,Newton '65, ?
: - A government source associated with Brown
told the HERALD yesterday that he had known ?
that student groups were being funded by
United States money since 1959. He continued
that due to circumstances of the meeting at
which he was informed, he assumed that it was
the CIA which was doing the funding.
"My recollection was that a way was' found .
? to finance American students going to interna-
tional meetings," he said. The CIA was the only
governmental institution in a?position to provide -
such money, he added, because, no other was
'authorized to subsidize organizations. .
"It was felt it was better to do things like
that covertly because the other nations were
doing it covertly," he said. "Very few .of .us
knew about it."
Asked if the President knew of such grants,
the source replied, 'He would have to know.";
How great an effect the disclosure of the CIA.
activities will have in future international .stu-
dent meetings, he could not assess.
. However, he maintained that "These things
blow over very fast . . . Most communist dee-
"gates can't fathom the idea that thew could
be private organizations that ? would willingly
, give away money. Even the Ford and Rocke-
feller Foundations are considered state con-
.trolled," Therefore, the CIA-NSA disclosure will
not be surprising to them, he added.' '
