A new Cuban exile groin) !made up mostly of former offi- .cers of Castro's Rebel Army .; are working Cm a plan to make, ? this dream come true. They' fot?swear any kind of invasion of Cuba.' Their aim is to build a bridge over which disaffected officers in Cuba's Rebel Army an safely cross over to the West. The group, called the Cuban : Liberating Army, are suggest-., Ling to Castro's Army the lowing steps: 4, ? The Rebel Army should . ...form a Junta of top officers - ; ancl . name a new "Directorate",. , (or the Cuban Revolution: ? The Directorate 'should summon a "Mediating Commis- ; aion" made up of Latin Amer-. ? leans, Western Europeans and : representatives of .."the ?????????????????ft?Mor Afro- Asian world"- to "facilitate alb peaceful retirement of the Rus- sian troops." The Commission would also obtain from Russia and the U. S. "guarantees" that Cuba people may freely choose the form :of government they want. ? The Directorate would hold a Constituent Assembly ,.in eighteen months and elections twelve months thereafter. The Cuban Liberating Army, now working to infiltrate Cas- tro's Army. with this plan, fur- ther say there should be no bloodbath. Political prisoners should be freed and all "peace- ful" exiles helped to return.
