SUBJECT : Program for CCPC Analysis of Intelligence Activities
Against Communist China and North Korea
1. Transmitted herewith in outline form is a general plan for
CCPC review and analysis of intelligence activities directed against
Communist China and North Korea. You will recall that the drawing up
of such a plan was discussed at the 5 May CCPC meeting. At that time
it was agreed by the membership that use of a general framework for
reporting by CCPC members on China and North Korea would be of value.
While an overlap of intelligence activity can be anticipated in some
areas, it will be necessary for CCPC members to submit separate reports
on Communist China and North Korea to facilitate assimilation of data.
2. The outline is necessarily general in nature and Ls intended
only as a guide for submittal of reports by Committee members. While
it will be useful for assimilation purposes if reports on Communist
China and North Korea are submitted to the Chairman in the form
indicated in attachment, CCPC members are encouraged to deviate from
this pattern if in their judgment some subject matter can be presented
more clearly in a different format.
3. I have asked the CCPC Staff to inventory all the more recent
actions taken by the community to examine existing and potential U.S.
intelligence assets directed against Communist China and North Korea
in the hope that the utility of this material may save the Committee
considerable time and duplication of effort. A brief report on this
subject will be submitted to the membership for consideration at the
next meeting of the Committee.

4. At the next meeting of the Cosnittee a target date for
completion of the reports on Comnnist China and North Korea will be
discussed. It is recommended that you initiate action on these
problems within your own organisation as soon as possible. This
should help to give all concerned a better idea of the time span
for completion of work and submittal of reports.
