Imagery Exploitation

The exploitation of photography and other imagery for intelligence information is one of the
most significant activities of the U.S. Intelligence Community. It has provided and continues to
provide precise intelligence information vital to national needs. Reconnaissance technology has
made rapid and dramatic advances since the introduction eleven years ago of the U-2 aircraft as
evidenced by an-:entirely new generation of reconnaissance systems delivering film loads of wider
coverage and greater resolution. Increased reliance is placed on this medium to ascertain the
industrial and military capabilities of potential enemies. The Joint Imagery Interpretation
Review Group (JIIRG) has completed the study of imagery resources suggested by the Bureau of the
Budget, and its recommendations have been approved by the Secretary of Defense and by the Director
of Central Intelligence. A National Tasking Plan for tasking all imagery interpretation resources
on a non-duplicative basis has been devised and is in the process of being implemented.
The Ageneyts activities in this sub-category are in the National Photographic Interpretation
Center (NPIC) established in 1961 under NSCID 8 as a service of common concern. Within NPIC,
photographic interpretation is accomplished in the Photographic Analysis Group (PAG), staffed
jointly by CIA and Defense Intelligence Agency (DIA) photographic interpreters, where primary
emphasis is given to immediate responsiveness to priority national intelligence objectives. A
broad range of vital support and services is provided PAG by five support divisions within NPIC.

The use of automatic data processing equipment has contributed significantly to increased
effectiveness and rising productivity in Agency operations, and has enabled the Agency to carry out
programs which otherwise would have been impossible. Rapid handling of huge amounts of information
have made the computer and automatic data processing increasingly essential. Significant actions
which have recognized this fact are the establishment of the Information Processing Research and
Development Laboratory whose sole purpose is to undertake research into the most effective applica-
tion of ADP science to intelligence functions, and the creation of a small Information Processing
Staff in the Office of Planning, Programming, and Budgeting to coordinate this activity internally
and between the Agency and other government agencies.
This sub-category has been redefined to include only the total activities of the Office of Com-
puter Services and the automatic data processing hardware items in the Records Integration Division.
Other ADP resources and activities, such as those at the National Photographic Interpretation Center
which are dedicated to support the functions of the local parent organization are accounted for else-
where in the budget.
Office of Computer Services (O CS)
OCS is responsible for providing ADP equipment, skills, and related services as a service of
common concern to the Agency. OCS is engaged in three different types of automatic data processing:
scientific computing, intelligence information processing, and management data processing.
