SLIBJ'ECTi Conversation With William Woodruff Regarding the
Director's 19 May Appearance, Before Senate
Appropriations -Subcommittee
1. Today I talked to William Woodruff, Counsel, Senate Appro-
priations Committee, regarding plans for our upcoming 19 May appearance
before our Appropriations Subcommittee. Woodruff saidt
bould be prepared for questions regarding Cambodia.
b, The Subcommittee will be interested in the Director's
role in the community and the control he exercises over the
community in terms of the money it spends.
c. We should check the headlines just before our appearance
for last minute developments that are likely to stimulate questions
2. Woodruff suggested that Mr. Duckett be present to handle
questions an R&D contracts.
3. Woodruff said he will do what he can to keep things on the track
and make sure we cover our budget adequately. He expects the session
to run about g 1 /Z hours.
4. Woodruff commented that in talking today to Senator Russell
he told Russell that "the Agency was broke and Dick needed help. "
