MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Ed Braswell, Chief of Staff,
Senate Armed Services Committee
1. I hand-carried to Ed Braswell today a summary of Soviet
ICBM deployment from 1964 until the present. Braswell had asked
for this information in simplified form for his ready reference.

2. I also briefed Braswell on the following current intelligence
a. North Vietnamese troop infiltration southward,
b. Soviet deployment of additional air regiments along
the Sino-Soviet border,
c. Soviet tests of a new long-range naval missile,
de ChiCom missile installation near the Korean
border, and
e. Departure of the Soviet sub tender from Cienfuegos.
3. During a subsequent luncheon conversation I asked Braswell
about the status of our retirement bill. He said he would have to arrange
hearings on the bill if we included anything (the reemployment provision)
other than the provisions conforming our system to that of the Civil
Service. I told him that if, minus the reemployment provision, the bill
could be reported without hearings, I would urge that he drop that pro-
vision and go ahead with the other sections. Braswell said he thought
he could do this and said he would take it up with Senator Stennis very
shortly. I told him we were most anxious to see the bill get to the House
in sufficient time for favorable consideration there. Braswell assured
me he would do his best.
