MEMORANDUM FOR THE RECORD
SUBJECT: Retirement Credit for Temporary Employment.-
S. 2984 as Amended by the Senate
1. I met with Mr. John M. Martin, Jr. , Chief Counsel, House
Committee on Ways and Means, and discussed with hire S. 2984 as amended
by the Senate. Mr. Martin told me that this bill had been brought to his
attention and that he had had a member of the staff look into it. In his
opinion the bill as amended would allow dual credit, but he does not foresee
that as a problem. Appropriate amendment can be made to allow election
of either social security or civil service retirement credit. A present
stumbling block is opposition by the Social Security Administration.
2. I briefed Mr. Martin on the strong Agency interest in the
passage of this legislation. In response to his offer to include us on the
list for formal response to the Committee on the legislation, I told him
it would be well if we were not included since the substance of our interest
is classified. He agreed.
3. Mr. Martin suggested that it would be well for the Agency to
make the necessary contacts with the Civil Service Commission and the
Social Security Administration to see what can be done about the Social
Security opposition to the bill. I thanked Mr. Martin for the advice and
told him I would be back in touch as soon as possible.
