4. After checking with the Medical
Staff, called Dr. Harold Rosen, Chairman of the Group for Advancement
of Psychiatry, to say that unfortunately we would not be able to send an
Agency staff psychiatrist to participate in the upcoming symposium as
proposed by Dr. Rosen. I said that if he or his colleagues would like to
discuss any particular matters of mutual interest privately with any
Agency psychiatrist, we might work something out.
5. Received a call from Mr. George
Allen, Subcommittee on Military Construction, House . Appropriations
Committee,_ oncerning the existent program for countering the 'planne d
disruption's of Government activities in Washington during April and May.
Mr. Allen told me he knew the Agency was not involved but called us
for guidance for Chairman Sikes. I referred Mr. Allen to Army Liaison
Office who should be able to put Representative Sikes in touch wit: the
appropriate individual in the Army Provost Office.
6. Met with Mr. Ralph Preston, House
Appropriations Committee staff, and brought him up-to-date on several
items of current intelligence interest. See Memorandum for the- Record.
7. Met with Miss Sandy Fatz, in the STATOTHR
office of Representative Walter Baring (D. , Nev. ), and gave her a
suggested response for the Congressman's use in replying tol

8. Met with Mr. Darrell St. Claire,
Chief Clerk, Office of the Secretary of the Senate, and received from
him a listing of the Members of Congress who will be traveling with the
International Parlimantary Union Delegation to Caracas, Venezuela on

Section of DIA, called and asked if they could be provided with an updated
machine run of the 1969 machine listing on Compartmented Information
Access for Congressional Staff Members. I told II would contact25X1A
our Security people and have them follow up on this. is was turned over
to ffice of Security.

to a briefing of forme- pea zer John McCormack. This was the second
of the bimonthly briefings which are being given McCormack pursuant
to instructions from the White House. Subjects covered included the new
Soviet ICBM developments, Vietnam, the Middle East and Pakistan.
7. I I Called Jim Gehrig, Staff Director,
Senate Space Committee, and made arrangements for Mr. Duckett and
Mr. Brandwein to brief junior members of the Committee on the Soviet
space programtomorrow at 10 a. m. Gehrig expects Senators Weicker,
Buckley, and Goldwater to attend.
I mentioned to Gehrig that Senator Margaret Chase Smith had
expressed an interest in attending any of our briefings on this subject
and suggested he might also want to include her. Gehrig said he would
consider this; but in view of her senior position and the fact that much of
the material that would be covered in this briefing is already known to
her, he felt it would be better to bring her up-to-date at another time.

briefed Messrs. John Blandford and Frank Slatinshek, House Armed
Services Committee staff, on the Israel/Egypt situation. The briefing
was an informal general updating to insure that there had been no major
change in the "relation" between the two countries. One item of followup,
Mr. Slatinshek requested information on Egyptian delivery capability for
CBW. Dr. Chamberlain, OSI, has been advised.
9. I I Talked to Mr. Ralph Preston, Hoouse~
Appropriations Comm_ itte!taff, who confirmed his earlier conversation
with John Clarke, OPPB, that he will accommodate the Agency's needs
and schedule our budget presentation for late April.

Friday - 12 March 1971
1. I I Called Dr. Harold Rosen, Chairman
of the Group .for Advancement of Psychiatry in Baltimore, in response
to his call yesterday to the Director. Dr. Rosen explained that the
Group was conducting a symposium on 26 March on broad aspects of
psychiatry as applied to various fields and that Senator Ervin, who
will be a speaker there, suggested the Agency might like to send a
representative to discuss such subjects as "confidentiality" and
"invasion of privacy. " I told Dr. Rosen we normally did not participate
in matters of this kind and I doubted we would have much to contribute
but I would be back in touch.
2. Jim Gehrig, Staff Director, Senate Aero-
nautical and Space Sciences, called to say that Chairman Anderson wanted
two of the junior members of the Committee-Senators Weicker and Buckley--
briefed by the Agency preferably at 10:00 a. m. on Tuesday, 16 March.
He said he would like us to particularly emphasize to the Senators the
sensitivity of the material. He said he too planned to explain the security
problem and would like from us a little statement he could use for this
purpose. He added that Senators Goldwater and Cannon might also attend.
3. I I Accompanied Mr. Houston to a
meeting at the Department o State with Carl F. Salans, Deputy Legal
Advisor, Department of State, and Ambassador Wimberley Coerr
concerning the Case bill, S. 596, on transmittal of "international
agreements" to the Congress. (See Memorandum for the Record)
4. I I Met with Mr. Ralph Preston, House Appropria-
tions Committee staff, who asked when he could have the budget book for
his review in anticipation of meeting on our budget with the Chairman
and the group. Mr. Preston told me that the Committee schedule is
firm for each day up to the April 7 Easter recess but that, the Defense
Subcommittee will not be meeting on Fridays. He feels the Chairman
may well utilize one of these Fridays to meet on the Agency budget. He
also noted that his own schedule is such that we might try to plan to
review some of the documents held by the Committee on the 24th of
March or possibly another day during that week. I thanked Mr. Preston
and told him that I would be available. Mr. Clarke, OPPB, has been
advised.

25X1 7. I I In meeting with Mr. Slatinshek today, he
told me that the Committee will be occupied during the coming week
with markup of the draft bill and that if all went well, would continue
on the following week with the military procurement. Mr. Slatinshek
also told me that Mr. Robert Moot, Comptroller, DOD, is coordinating
an outline of remarks for Chairman Hebert of sensitive budget items.
Nothing will be required from the Agency at least until Mr. Moot's
paper is in hand.
I briefed Mr. Slatinshek on the North Vietnamese infiltration
rate for January; the status of construction on Route 45 across northern
Laos; Soviet SS-11 Mod 2-B; and the Soviet naval units visiting Cuba.
6. I IMet with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, who asked that he
