SUBJECT : Ambassador Green to Testify before House Foreign
Affairs Committee on 4 May and will not Discuss
Irregular Force Levels
In a number of phone calls with State and with the Office of
Legislative Council, it was agreed that, when Ambassador Green
appears before the House Foreign Affairs Committee on 4 May 1971,
he will not use a figure for irregular force levels. The hearing is
on the record. Green. will discuss FAR/FAN but, if asked for a
figure on irregulars, he will say that is a classified figure. If
asked for information on CIA support to the irregular program,
Ambassador Green will say that he understands that this material
has been provided the appropriate committees of Congress.
