7. George Murphy, Deputy Director, Joint
Committee on Atomic Energy, followed up his call to on
Friday concerning the announced approval of sale of the ICL 1906-A
computer to the USSR. Based on information provided by Dr. Allen,
Director of OER, I identified a blind memorandum in Murphy's possession
on this subject as a memorandum we had given him last fall dated
4 September 1970, entitled "ICL i906's to USSR." Murphy also pushed
for the early delivery of a paper Dr. Allen is preparing for him in blind
memorandum form which ranks the capability of the ICL 1906. I told
him we would try to get it to him tomorrow morning which he said was
fine.

FE Division, Mr. Maury and reviewed and concurred
in the FE Division suggested changes in the Department of State draft
response to Chairman Morgan, House Foreign Affairs Committee, concerning
House of Representatives Resolutions of Inquiry submitted by Representative
Paul McCloskey (R. , Calif.) (H. Res. 492, 493, 494 & 495). The Department
of State draft response was forwarded to this Agency by transmittal dated
28 June 1971.
g, I talked to Mr. Pat Holt, Senate Foreign Relations
Committee staff, and scheduled a briefing on Mexico for 10:30 a. m. , Wednesday,
30 June in his office. This was in response to his call to Mr. Maury earlier
in the day. DDI, has been advised.

25X1A dated 23 June from SB/CI/I, for information concerning

an an xn orma congressional committee headed by Representative Bella
Abzug (D. , N. Y. ), I made several inquiries on the Hill. House Foreign
Affairs Committee staff and douse Government Operations Committee staff
had no knowledge of such a meeting. Representative A.bzug's office has
issued no statement and three different members of her staff had no information
on the meeting other than that one of them thought Representative Abzug had
met with Minister Ngoc on the 21st of June. has been advised. 25X1A

1, I lReceived a call from Mr. Bruce Barr,
staff member of~Fie ena~.E~lican Policy Committee, requesting a
copy of the Dixector's speech before the American Society of Newspaper
Editors. A copy was sent.
2. Met with Mr. Richard Barton,
Employee Benefits Subcommittee staff, House Post Office and Civil Service
Committee, who told me that the Committee review of the Civil Service
Commission "Oliver report" on classification standards has been put over
until after the July recess. He said that legislation on the subject is not
anticipated before the Committee before next March or April, He suggested
that in the meantime it would be well to work directly with the Civil
Service Commission to be sure that in the drafting of legislation that
exemption for the Agency and any other necessary organs of the intelligence
community be set forth in the original legislation forwarded to the Hill
by the Administration. He noted that although the draft report suggested
that the Agency should be included in future legislation, it is his understanding
that Mr. Oliver has talked to Agency representatives and hopefully this
point is being resolved by direct contact with Mr. Oliver and the Commission.
3. Met Mr. Benny L, Kass, former
Counsel on the House Government Information and Foreign Operations
Sub~omrnittee, by chance in the corridor at the Capitol. Mr, Kass told
me that he is filing suit tomorrow on behalf of Representatives John Moss
(D, , Calif,) and Ogden Reid (R. , N. Y.) against Melvin Laird under the
Government Information Act. He said he couldn't give me any mare
information this morning since he is acting as private counsel but that
he is sure that the Agency would be interested in talking to him about the
matter after the action has been filed. Mr. Houston, General Counsel, has
been advised.

5, Met very briefly with Mr. Ralph :Preston, House
Appropriations Committee staff, and filled him in on a few of the highlights
of yesterday's meeting with Messrs, Blandfo rd and Slatinshelc, :Mr, Preston
noted, in passing, that the schedule of the Committee is very tight but that
he has no additional advice from- the Ghairman on a date for meeting with the
Agency. I confirmed with Mr. Preston the meeting for 10:00 a. m, tomorrow
in his office for Messrs. Frey and Taylor, OMB, Mr. Clarke and
concerning the Radios.
6. Met with Mr. William G, Phillips,
Staff Director, ~5ubcommittee on Foreign Operations and Government
Information of the House Committee on Government Operations, and reviewed
with him the letter to the Director from Chairman William S. Moorhead
concerning information on Agency staff biographies. After some discussion
Mr. Phillips indicated that the prime purpose of the letter was to identify
proper points of .contact for the Committee within the various agencies of
Government and that it had not been possible to screen the hundred or more
letters that had been sent out, Mr. Phillips will be pleased to continue
contact with me. No further response is required to the Chairman's letter,
7, Met with Miss Jean Gordon, Administrativ
Assistant to Representative Charles Gubser ~R, , Calif. ), who told me that
the letter from the Narcotics Bureau to Mr, Gubser would be forwarded during
the day for inclusion in today's Congressional Record.
8. Talked to Roberta Gerson, Secretary to
Chief Counsel on the House Select Committee on Crime, about a letter from
hick they had referred to us. This was obviously
a crane=ype e- er rom a disturbed individual and Miss Gerson said it
was forwarded only to us for our information and no response was required.
