Monday - 19 July 1971
1. (Internal Use Only - JGO) I met with Mrs. Lois G. Myers,
House Subcommittee on Employee Benefits, who told me that although
Chairman Hanley and the Subcommittee are still gathering material
on the employee rights legislation, no hearings or further consideration
of the legislation is scheduled at this time.
2. (Internal Use Only - PLC) Mr. Herbert Romerstein, House
Internal Security Committee staff, called requesting permission to
publish in the Congressional Record a translation of an article from
the newspaper, Tokyo Asahi. The article appeared in the 12 July FBIS
book (Part IV - Asia and the Pacific; pages Cl-4) marked "Official Use
Only. " After consulting with Mr. John Dailey, FBIS, Mr. Romerstein
was advised that due to copyright laws the article could not be authorized
for release. Mr. Romerstein said he would try to either get a translation
direct from the Library of Congress or contact the Washington office of
the Tokyo Asahi for comment and attribution as a source for his item.
3. (Unclassified - SMG) Mrs. Lynch, in the office of Senator
Thomas Eagleton (D. , Mo. ), called requesting a China map folio. I told
Mrs. Lynch that someone would deliver the folio to her office.
4. (Unclassified - GLC) Mr. Harris Miller, in the office of
Representative William Moorhead (D., Pa.), called for our assistance
in his attempt to provide advice to a constituent group in Pittsburgh
called FACE (Family Addiction and Control Education program) as to
sources of funds which might be available to them. I told Miller this
was not really our business, but I would check with our people and see
if they could recommend someone for him to contact.

Tuesday - 6 July 1971
1. (Unclassified - GLC) Talked to Mr. Ralph Burr, OMB, about
S. 1887 and H. R. 8371, the bills introduced by Senator Church and
Representative Badillo to amend the National Security Act to preclude the
Agency from engaging in paramilitary-type activities. Burr appeared not
to be aware of either of these bills, but when I explained them to him he
felt that departments and agencies should not be too eager to respond to
committee requests for views (since the committees were not pressing).
He does feel, however, that both we and State Department should be develop-
ing a position against the bills which we should send to him for review in
anticipation of developing an Administration view. Although I attempted to
discourage it Burr seems to be of the opinion that the Agency should be the
Administration's spokesman on this legislation since it deals directly with
us. I agreed, however, this might be a topic for discussion by the Legislative
Interdepartmental Group.
2. (Unclassified - GLC) Checked with the House Internal Security
Committee staff and verified that Al Solomon, who had requested the FBIS
Latin America Area Book, is a new member of the staff. Solomon is an
investigator who has come to the Committee from the FBI.
3. (Secret - GLC) Dorothy Fosdick, Senate Subcommittee on National
Security and International Operations staff, called. She said Senator Jackson
was returning to Washington tomorrow from the West Coast and asked her to
get a briefing on the current situation with respect to the Soviet missile silo
construction. She was under the impression that new information had recently
become available. Later in the day I accompanied Messrs. Brandwein and
who reviewed the situation with her an

11. (Unclassified - LLM) Hebert Romerstein, on the Minority staff
of the House Internal Security Committee, called and said the staff had found
the three FBIS daily area reports they are receiving extremely helpful and
they be sent the other area reports on a regular basis.

12. (Confidential - LLM) I OSR, said that the Arms
Control and Disarmament Agency was requesting Agency permission to
give to Senator Henry Jackson (D. , Wash.) an annex prepared by and
attributed to the Agency in support of the SALT talks. The paper would be
used as the answer to a question Senator Jackson asked Ambassador Smith
on verification. I told I hat we normally prefer not to leave
Agency documents on the Hill and for this reason prefer oral presentations,
but that Mr. Maury would like a recommendation from Mr. Proctor or
Mr. Clarke first. Later advised that the background for the
request is somewhat vague and the urgency has diminished and ACDA is
going to do some further checking.
-13. (Unclassified - LLM) Talked to Vic Zara and Hilda Schrieber,
OMB, on the status of the Agency's retirement act amendments and learned
that the report from Treasury is overdue. Miss Schrieber said she would
gig Treasury to get their report in and anticipated no problem from them.
