1. Met with Mr. John R. Blandford, Chief
Counsel, House Armed Services Committee, and discussed with him the
Committee's new Intelligence Subcommittee in some detail. Blandford
pointed out specifically that the Intelligence Subcommittee does not replace
the former CIA Subcommittee and will not have any special jurisdiction
over the Agency except as outlined in the very general charter set forth
in the Committee release relating to review and legislative recommenda-
tions concerning organizations established under the National Security Act
of 1947. He told me that the Chairman has indicated specifically that
Committee jurisdiction of the Agency will be exercised by the full Com-
mittee and that there has been no change in the understanding reached
earlier in the year with the full Committee. I thanked him for the advice.
3. John Goldsmith, Senate Armed Services
Committee staff, called to tell me of the lunch he and Chairman John
Stennis had yesterday with Bill Colby.
