1. (Confidential - GLC) Called George Murphy, Joint Committee
on Atomic Energy staff, and arranged to brief him and other members of
the Committee staff, on the latest ChiCom nuclear test at 3 p. m. tomorrow
afternoon.
2. (Unclassified - GLC) Mr. Keith Hall, Legislative Assistant to
Representative Albert H. Quie (R., Minn.), called to ask how they could
get a message to an Air America helicopter pilot in Vietnam whose folks
haven't heard from him in several months. I suggested to Hall that they
call the Washington office of Air America directly.
3. (Unclassified - JMM) Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, called to say that
Representative O. C. Fisher, of the Intelligence Subcommittee, planned
talking to a ladies organization in San Antonio about CIA and would like
some material. I said we would be glad to provide some.
4. (Secret - JMM) Called Bill Woodruff, Counsel, Senate
Appropriations Committee, to say the Director would be glad to call
Chairman Ellender to thank him for his good work in our behalf on Tuesday
if Woodruff thought it appropriate. Mr. Woodruff .said by all means the
Director should call Ellender, but he should also call Senator Milton Young
who was particularly helpful in keeping the Republicans on the Appropriations
Committee in line. Woodruff went on to say that we couldn't expect our
friends to continue to fight these battles for us in the future and should be
prepared to have the overall CIA budget made public in general terms,
i. e. " million dollars for implementation of CIA's responsibilities. "

1. (Internal Use Only - JGO) Ambassador Wymberley Coerr, Deputy
Director, INR, State Department, called and asked for our comments on
S. Res. 192. This is the Symington resolution to create a select committee
on the coordination of the United States activities abroad to oversee activities
of the Central Intelligence Agency. He said the Department has received a
request from Senator Fulbright (D. , Ark.) to provide a coordinated response.
I told him that we have received a request from Senator Stennis (D. , Miss. )
for the Agency's views. Ambassador Coerr asked that our views be provided
this afternoon or tomorrow, if possible, since the Department has a short-
time suspense for their response.
2. (Internal Use Only - JGO) I talked to Mr. John Wilson, Staff
Assistant to Representative Paul N. McCloskey, Jr. (R. , Calif. ), concerning
Representative McCloskey's letter of 4 November. Mr. Wilson told me this
matter is being handled by Representative McCloskey and that he had written 25X1A
the letter personally. In brief, I told Mr. Wilson that the Agency has no record
Representative McCloskey's request in the final paragraph concerning Agency
activities, I told Mr. Wilson that this type of information is releasable only
to the Chairman of the Armed Services Committee. Mr. Wilson acknowledged that
his office is familiar with this fact. He will relay this information to Repre-
sentative McCloskey but has no way of knowing whether the Representative will
care to pursue the matter further.
3. (Confidential - GLC) Following the Director's briefing of the
Senate Armed Services Committee this morning, Senator Symington asked
me to accompany him to his office where he gave me a copy of the statement
which he is making on the floor of the Senate today concerning the changes
in the intelligence structure and the size of the intelligence budget. He is
also offering an amendment to the Defense Appropriations bill which vwuld
place a $4 billion ceiling on funds " . . . expended by or on behalf of the
Central Intelligence Agency, the National Security Agency, and the Defense
Intelligence Agency and for intelligence work performed by or on behalf of
the Army, Navy, and the Air Force. " See Memorandum for the Record.

Committee hearing room with so that he could check the room
for tomorrow's briefing, Mr. John Goldsmith, of the Committee staff,
asked for any information we could give him on Pakistan. After checking

request an application form and information brochures for a constituent.

4. (Confidential - JGO) Met with Mr. John Reddan, Counsel, Special
Investigating Subcommittee, House Armed Services Committee, and gave him
the name of Dr. Thomas P. Quinn, Naval Research Laboratory, OX2-4204,
as a point of contact within the Department of Navy concerning electronic gear
he had inquired about. Mr. Reddan was most appreciative. See Journal of
