Received a call from Mr. John Lally, Assistant Counsel, Special Subcommittee on Armed Services Investigating oftheHouse Committee on Armed Services, who asked if we could verify for Chairman Hebert information given to the Committee a few moments before in hearings that are being conducted today concerning the Cuban International Society of Sugar Cane Technologists who arrived in New Orleans on 26 October 1971 and are being held for deportation. See Memorandum for the Record. 14. Met with Mr. William Phillips, Staff Director, Subcommittee on Foreign Operations and Government Information of the House Committee on Government Operations, and reviewed with him the draft Agency response to the Chairman's request of 26 October 1971 concerning "the degree of public participation in formal meetings and hearings conducted within the Executive Branch and other agencies. " Mr. Phillips indicated that the response, in his opinion, would be completely acceptable. He noted in passing that this was the first response of any kind the Committee has had to the questionnaire. Senator Symington said that as a result of news stories on the subject, he wanted to know "what it was all about. " I said I thought all that was involved was an effort to tidy up and make more efficient the workings of the intelligence community, and that no drastic changes were involved, The Senator expressed concern that delegation of the running of the Agency to the Deputy Director, a military man, might give the military, who already control NSA and DIA, dispro- portionate influence. I said that, on the contrary, it seemed to me that with Mr. Helms' coordinating responsibility reinforced and clarified we could argue that the influence of the military was reduced. Symington said we would just have to see what would happen, and our conversation ended on an amicable note. 2. Called Representative William Minshall to explain that since I had been unable to reach him Friday? I wanted to call his attention to the White House announcement regarding the intelligence community, and let him know we would be glad to answer any questions we could. Case, in response to my earlier 25X1A call to her -r-r4 t b rief the Senator W ex ng o privately in response to his question to Secretary Rogers regarding Government contracts with Air America et al and his letter to the Director regarding Miss I usco saia the Senator would like me to come over and brief him and Miss Frances Henderson, his Administrative Assistant, and Mr. John Marks, his Executive Assistant, on these matters. I said I was afraid this would not be possible since they involve sensitive questions which I was free to discuss only with the Senator himself. She said in view of this she would have to consult with the Senator further. Later in the day, Miss Fusco called back to say the Senator was insistent that Miss Henderson and Mr. Marks be included in the briefing since they handled the matters in question for him. I said I was sorry I could not agree to these conditions and would have to raise the matter with the Director which I would do and be back in touch with her. E. Miller (R. , Ohio) a copy of a pamphlet on the origins of the Agency and a copy of the Director's speech in April 1971. Received a call from Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, who told me that he has a draft of language for the conference report and wants to insure that it meets our needs as much as possible. I told him that Mr. Maury and were on the Hill and I would have one of them meet with him as soon as possible. Mr. Clarke told me also that he has been assured by the Director, OMB, and the Comptroller, DOD, that funds will be made available to the Agency 3. The Director met with Senators Ellender, Stennis, and Margaret Chase Smith and Representative Mahon whom he briefed on the White House announcement regarding the intelligence community. Checked with Jim Woolsey, Senate Armed Services Committee staff, on the status of the conferee action on the Symington amendment to the Military Procurement bill. Woolsey said the conferees have concluded action on the bill and the House Armed Services Committee staff is draftin the "Joint Explanatory Statement of the Committee of Conference. " Woolsey sai he appreciated my reminding him of this and would attend to it. 16.. Checked with Senator Eastland's office and learned he would be leaving town today and had not had an opportunity to t in the Congressional Record the letter from At I frequest I asked J. Sourwine, Chief Counsel, Senate Internal Security Subcommittee, if it would be possible to pull that letter back from Eastland's office and have another member of the Subcommittee place it in the Record. Sourwine said he would try. 17. After coordinating with 25X1 OTR, I called the office of Peter Lakeland, Executive Secretary to Senator Jacob Javits (R. , N. Y. ), and relayed to his secretary information concerning the choice of three dates for Lakeland's appearance before the Advanced Intelligence Seminar. She said she would pass the information 25X1A on to him and try to be back to us on Monday. OHN. M.
