John Blandford and Frank Slatinshek, Mouse Armed Services Committee staff, Mr. Maury and Mr. Cary met with them this afternoon to discuss the impact of Senator Clifford Case's (R. , N. J.) revelations about Agency sponsorship of Radio Free Europe and Radio Liberty and his statement the other day about the use of Thai forces in Laos, See Mernp for the Record. 3, Security, called to say 25X1 25X1 that Mr, Harold Wills, on the staff of the Clerk of the House of Representatives, had been in touch with Security, and made arrangements to came to the Agency on 22,' 23, and 24 June and again on the 2~th rather than the dates we had previously worked out with them. 4. J, Saurwine, Chief Counsel, Senate Internal Security uaco~nrnittee, called to say he had the transcript of the and said we could review it if we wished. I will pick it up from Sourwine at the earliest opportunity. 5. Mr. Everett Bierman, House Foreign Affairs Committee staff, called for some guidance in handling an inquiry whichRepresentative Mailliard had received from Paul Bartlett an Radio Free Europe and R.adia Liberty. I reviewed the situation with Bierman and suggested that the Committee could give Bartlett an opportunity to speak on the legislation when it comes before the Committee for consideration as it presumably will. 6. I advised Bill Woodruff, Counsel, Senate Appropriations Committee, that Monday, 7 June, would be the most desirable date far the Director to make a budget presen~atio{~ to the InteI.~.igence ~ub- co#n~x~ittee. Attended a meeting of the Employee Benefits Subcommittee o.f the House Post Office and. Civil Service Committee at which Representative Nick Galifianakis (D. , N. C. ), Robert E. Hampton, Chairman of the Civil Service Commission, and Mr, Carl W. Clewlow, Deputy Assistant Secretary of Defense for Civilian Personnel Policy, gave testimonies on legislation dealing with the protection of rights of Federal employees. (See Memo .for Record for details.) 25X1A 14. Received a call from Mr, Richard Moose, Senate Foreign Relations Committee staff, who requested, if possible, a map of Laos outlining the North Vietnam controlled areas for use by the staff in briefing of the Foreign Relations Committee on Friday. Mr. Moose told me that two charts, one a viewgraph, were furnished by our people in Vientiane but are outdated by the events of the past two weeks. He offered to .loan them to me i.f I cared to come by and pick them up. I met later with Jim Lowenstein, of the Committee staff, who gave me the two page-size charts and asked i.f we would also sketch in, by dotted line, the 1 July 1970 line of North Vietnamese control on the larger map for Friday's briefing. He told me that this was the date of the last Committee briefing on the paint. I thanked him for the charts and told him I would return them and relay the request. DDI, has been advised. 25X1A 15. Met with William Cook, Counsel, House Armed ~5ervices Committee, who to me that he will be presenting the Fisher Subcom- mittee report on H. R 6438, a bill to provide for increase in the number of 4-star generals far the Marine Corps. He'told me that he has no way of knowing tonight what questions might be presented tomorrow by members of the full Committee. I reviewed with him the legislative background on the position of the Director and Deputy Director o.f Central Intelligence starting with the National Security Act of 1947 to refresh his memory in the event o.f questions about the DDCI's position during the hearing tomorrow. has been advised. 25X1A 16. Met with Senator Strom Thurmond and his Administrative Assistant Daniel Garrison, regarding a personnel matter in which the Senator is interested. See Memo .for Record. He thanked me for the Agency's assistance. 3, Met with Mr. Ralph Preston, House Appropriations Cammittee staff, who told me that he does not foresee Committee hearing on the Agency budget during the next few weeks. Met with Representative Lawrence Hogan (R. , Md.) and discussed the invasion of privacy of Federal employees legislation now pending before the Employee Benefits Subcommittee of the House Post Office and Civil Service Committee. Representative Hogan told me that his studies so far indicate to him a probable need for complete exemption for the Agency, NSA, and the Bureau. He noted that he visited NSA yesterday with Chairman Hanley and was impressed by their operations. He is looking forward to visiting the Agency but is running a very tight schedule these weeks. He suggested that a visit by the Subcommittee not be delayed to accommodate his personal schedule but that if he was not able to attend with the Subcommittee, he would very much like to come and break bread with us at such time as it can be arranged. He noted that in particular he would like a careful review of use of the polygraph and our procedures which he feels is necessary to rebut statements made by Senator Ervin. Arrangements for Representative Hogan's visit to the Agency will be coordinated through Mr. Richard Barton, Committee staff, and Marie Chaillet, personal secretary. 6. Met with Mr. Richard Barton, Employee Benefits Subcommittee staff of the House Post Office and Civil Service Committee., who told me that the first day of hearings had gone very well. The testimony was received from Representatives Charles Wilson (D. , Calif. ), Spark Matsunaga (D. , Hawaii), and Senator Ervin (D. , N. Car. ). Both Representative Wilson and Senator Ervin were questioned somewhat extensively by Representatives Hogan (R. , Md.) and Brasco (D. , N. Y.) concerning exemption of agencies involved in national security matters from coverage under the bill. Mr. Barton told me that as far as the Committee schedule is concerned, the members of the Subcommittee have hearings starting at 9:3Q a. m. each morning during the next couple of weeks with the exception of Monday, 17 May, and Friday, 21 May.
