Talked to William Woodruff, Counsel, Senate Appropriations Cammittee, whom I briefed on recent developments concerning Soviet ICBM deployment, submarine activity, and activities in Egypt; ChiCom nuclear developments; and recent events in Pakistan and Ceylon, Mr, Woodruff mentioned E.llender's interest in the Green Beret case, and I reassured him that the Agency had been in no way responsible .for what happened regarding the suspect double agent, Chuyen. 12. Met with Russ Blandford and Frank Slatinshek, o.f the House Armed Services Committee staff, whom I briefed on recent develop- ments concerning ~ovset ~~~c~Cep~oyment, submarine activity, and activities in Egypt; ChiCom nuclear developments; and recent events in Pakistan and Ceylon. They showed me a letter to Chairman Hebert from Representative Charles Bennett inquiring about the Agency's role in the Chuyen case. I reiterated to Blandford and Slatinshek that we had no knowledge or responsibility regarding the way the Green Berets disposed of Chuyen, and recalled for them Secretary Resor's statement at the time which made clear that this was an Army matter. Blandford said this was fine, but if some disgruntled Agency employee someday shows up claiming that we actually gave the Green Berets the go ahead on the q, t. we would all be in the soup. Mr. Harry McJohnston, in the office of Representative William Jennings Bryan Dorn (D. , S, C. ), called and requested we send an Agency brochure to South Carolina. The matter will be handled by OP. Several additional copies of the Agency brochure were forwarded to Mr. McJohnston, per his request. 2. Dale Sutherland, in the office of Senator Abraham Ribicoff (D. , Conn. ), called to request a map of Yugoslavia. 3. Met with Mr. Ralph Preston, House Appropriations Committee staff, and confirmed the arrangements for Mr. Preston's visit to the Headquarters building with Mr, Woodruff, of the Senate Appropriations Committee staff, Tuesday morning, 9:00 a. m. , for briefing on the Agency budget. Mr. Preston asked if I would have available for him on Tuesday the text of the Soviet statements reported in this morning's New York Times concerning the Soviet defense budget and whatever comment we might have on it. I also briefed Mr. Preston on the following items: Mersa Matruh; Foxbat deploy~ri~nt; ABM booster test; Soviet satellite intercept testing; current situation in Ceylon, Bengali and East Pakistan; Soviet P-Class submarines; ChiCom atomic installation; Soviet ICBM silos; and Brezhnev and the 24th Party Congress, 4. Met with Charlotte Gerber, in the office of Representative William Chappell (D. , Fla. ), concerning their inquiry in behalf of former contract employee She was very pleased with the attention we had given the case and our suggested reply and she so indicated to Mr. Chappell and I renewed my earlier acquaintance with him. 11, Met with Mr, John R, Blandfo rd, Chief Counsel, House Armed Services Committ__ee~ and reviewed with him the draft response to the letter of 30 March to Representative Edward I. Koch (D, , N. Y. ). In his opinion our approach to the response is a good one. 12. Y. ), who told me that Representative Reid will not be traveling to Europe until the 14th or 15th of the month (if at all). She also noted that Representative Reid is away from the City and will not be returning until the first of the week. See Journal of 29 March 1971. CA, has been advised. 11. Received a call from Mr. James Lowenstein, Senate Foreign Relations Committee staff, who requested an additional copy of "Aid and Trade Activities of Communist Countries in Less Developed Areas of the Free World - 1970" for 'use by the Committee. A copy was forwarded during the morning. I2. Met with Mr. Richard Barton, Employee Benefits Subcommittee, House Post Office and Civil Service Committee, who gave me a letter for the Director from Chairman Hanley concerning Committee hearings on the Ervin Bill to be scheduled after the Easter recess. Mr. Barton told me also that there is no present consideration being given to introduction of the "Henderson Draft Bill" that was considered during the last session as a substitute for S. 782. He also indicated that he expected that the Committee would be quite flexible in scheduling time for the convenience of the Director. 13. Met with Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, and discussed with hirn the matter of handling items of legislation such as the updating of cost-af-living provisions in the Agency retirement system. Mr. Slatinshek agreed that it could be to the benefit of the Agency and the Armed Services Committee to handle such an item as retirement cost-of-living in general legislation handled by the House Post Office and Civil Service Committee but this would result in relinquishment of legislative oversight of the Agency and its programs. This could limit the Chairman's ability to intercede on our behalf in the event some other general legislation which was not to our liking should be considered by the Post Office and Civil Service Committee. Frank Slatinshek, Assistant Chien` Counsel, Mouse Armed Services Commi'tee, called to advise that Representa'cive Paul McCloskey (~.. , Calif.) had been in touch wit::. t=gem about his requests to the Agency for a briefing, Siatinsnelc said tr ~:y had advised McCloskey that the Agency did not normally respond to individual member requests on matters of this sort, but repor'ced. o:~ly to t-he Armed Services Committee. Slatinshek said he was not a4 als. certain this would take care of the mat'cer, but asked 'chat we contac'c him if McCloskey has further contact with us on it. The briefing was given in response to Senator Jackson request to Mr. Duckett to give them a strategic briefing on t~~o i~SSiZ and China. $. Talked with Senator Edward Kennedy's staff about an inquiry the Senator had received alleging CIA invc~vcment in a project to destroy Cuban sugar through the use of bacteria. I advised the Senator's staff that the letter (the author had not been iden`cified) had undoub'cedly been written by an individual who had been rejected for employment with this Agency and I referred to a rather threatening letter the Dixector of Personnel had received from this individual. I assured the staff that the Agency was not engaged in the type of activity alleged in the letter and suggested trat answering this letter could involve the staff in protracted correspondence with a resident of Mobile, Alabama. I was advised the let'cex should not have been forwarded to us a~~d from all indications it will not be answered by the Senator's staff. The transcript was returned to the Agency at the close of business. 7. Met with Mr. Richard Bs,rton, House Post Office and Civil Service Subcommittee on Employee Benefits, who told me that the Subcommittee has decided to hold hearings or: the Ervin Bill, S. 782, passed by the Senate during the last session o Congress. The hearings will start soon after the Easter recess. Mr. Barton also told me that Representative Hanley (D. , N. Y, j wlii be forwarding a letter to the Director tomorrow or Monday advisi-~zg 'che Director of the hearings. 8. Confirmed with Vi-r. John i~:~.r~~:..z; , Chief Counsel and Staff Director, Douse Post Office and Civil Service Committee, shifting of the briefing scheduled for Monday, 5 April, for members of the Committee staff to Wednesday, 7 April. Mr. Martiny will advise me later which staff members will be coming with him. 9, Accompanied Dr. Edward Allen, D/O~.R, to a meeting with Mr, James Lowenstein, Senate Foreign Relations Committee staff, and delivered to Mr. Lowenstein a study entitled "Aid and Trade Activities of Communist Countries in Less Developed Areas of the Free World - 1970." Mr. Lowenstein was visibly impressed by the study and asked if it might be possible for the Committee to do a 10 or 12 page unclassified summary of the major findings for review by the Agency prior to publication. Dr. Allen agreed that such a summary should be entirely permissible and that we would be pleased to expedite a review of the study upon completion. 10. Met with Mr. John R. Blandfo rd, Chief Counsel, House Armed Services Committee,~,nd briefed him on Soviet utilization of Mersa Matruth.
