1. Ed Braswell, Chief of Staff, Senate
Armed Services Committee, called and asked if the Director could brief
the full Senate Armed Services Committee next week. 1 reminded him
(as Mr. Maury had done earlier) of the Director's commitment to the
House Defense Appropriations Subcommittee .next Tuesday and Wednesday,
adding that it was a very full schedule next week. Braswell said Senator
Stennis had advised the full Committee today that he would have Mr. Helms
or "his chief briefer" come up and brief the full Committee next week
and asked if this couldn't be done on Thursday. Braswell added this was

Met with Mr. John R. Blandford, Chief
Counsel, House
Armed Services Committee, and alerted him to the
fact of a possible call to the Committee from Representative Paul
McCloskey (R., Calif.) for a briefing on Agency activities in Laos.
Mr. Blandford foresees no problem in handling such a question and asked
that he be brought up-to-date on the Agency personnel strengths and
costs in Laos for the Chairman's benefit should the question arise of
current availability of information on Laos within the Committee.

of Representative John Rousselot (R. , Calif. ), called and said he was
having problems in understanding press service abbreviations used in
the Soviet Union and East European Daily Reports and I told him we
would supply him with the full names of the press services and the
names of the newspapers most frequently encountered in this material.
FBIS, is drawing up such a list which we will give to
Devereaux.
7. Met with Mrs. Oneta Stockstill,
Executive Secretary, House Armed Se,rvices Committee, and delivered
the updated identification folders for the Committee professional staff
members that were necessitated by change in the Committee chairmanship.

Monday - 22 February 1971
10. Met with Bill Woodruff, Counsel, Senate
Appropriations Committee, and delivered a Reserve withdrawal letter
for the Chairman, details of which I explained orally to Woodruff.
Woodruff discussed certain problems regarding future Committee procedures.

11. Met with Chairman F. Edward Hebert, ose
Armed Services Committee, and Russ Blandford and Frank Sla.tinshek,
of the Committee staff, to discuss congressional briefing requests from
outside the Committee. I summarized the past practice, Which 'had been
to respond in cases that appeared to involve no sensitive problems but
refer requests that did involve controversial or sensitive security matters
to the Committee. I then mentioned the recent request from Representative
Paul McCloskey. Hebert said he thought the previous practice was a
sensible one, and whenever we were confronted with a difficult request we
should reply that on sensitive matters the jurisdiction of the Armed Service
Committee must be observed and any briefing would have to first have the
approval of the Committee Chairman. Hebert emphasized that in view of
the present arrangements for handling Agency affairs, there should be
no reference to a "CIA Subcommittee" but we should refer only to the
Armed Services Committee.

called him from California about 7:00 p.m. Friday evening to say that
Representative Paul McCloskey had been most unhappy over the Agency's
unwillingness to provide him a briefing on North Vietnam. Bross said
he told Weeks that normally State and Defense are the appropriate places
to go f:or briefings of this sort.
9. Met with Representative G. ?William
Whitehurst (R., Va. ) in response to his inquiry concerning a Cuban defector
in Spain. I explained that we had no Agency interest in this individual, and
gave Whitehurst a suggested reply to his constituent who had raised the
matter with him.
Whitehurst discussed problems created by certain new members of
the 4422....Le, Armed Serv_i_sp_t_Caammittee remarking that it was only safe to
assume that henceforth almost anything that was said before the full Armed
Services Committee might leak.

- series of -unclassified translations of Soviet trade journal and publication
items relating to oil and gas pipelines. See Journal of 30 April 197G.

Committee hearing schedule in general with him. 4From present Committee
considerations, it is not possible to tell when the Agency might be called
for briefings. The Agency is not included in the pending schedule and,
so far, no pressure has developed for our appearance.
I briefed Mr. Slatinshek on the Soviet SS-NX-8 naval missile;
Soviet oceanographic research ships, Lebedev and Vavilov; and the Soviet
Maritime mission to Singapore.
4. Met with Mrs. Olive Hurley, Secretary
to Senator J. Caleb Boggs (R., Del.), and brought her up-to-date on the
Agency's interview with Mrs. Hurley expressed
her appreciation for the Agency's followthrough in keeping the Senator
advised.
5. Met with Mr. Jim Wilson, Technical Consultant,
House Committee on Science and Astronautics, and briefed him in general
for the Chairman on the pending Chinese and Soviet satellite launches.

Wednesday - 17 February 1971
1. Miss Dale Sutherland,in the office of
Senator Abraham Ribicoff (D., Conn. ),called on behalf of a constituent
for recent Agency maps on Communist China and after further discussion
she felt that the Communist China Map Folio would suffice nicely.
3. As a result of several conversations with
Ralph Preston, Staff Assistant, House Appropriations Committee, and
consultations with the Director, it was agreed that the Director's briefing
of the Defense Subcommittee would be on Tuesday and Wednesday, 2 and 3
March, at 10:00 a.m. , that we should be prepared for an all-day session
on both days, and that attendance would be limited to members of the
Defense Subcommittee only.
4. Met with Russ Blandford, Chief Counsel, and
Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee,
whom I briefed on latest information regarding ChiCom fighter 517777773r,
Soviet Y.:,class submarine movements, tests of a new Soviet aircraft, a new
Soviet installation in the Far East, recent developments in Southeast Asia,
and a possible emerging crisis between India and Pakistan.
