Edward Hebert, ose Armed Services Committee, and Russ Blandford and Frank Sla.tinshek, of the Committee staff, to discuss congressional briefing requests from outside the Committee. I summarized the past practice, Which 'had been to respond in cases that appeared to involve no sensitive problems but refer requests that did involve controversial or sensitive security matters to the Committee. I then mentioned the recent request from Representative Paul McCloskey. Hebert said he thought the previous practice was a sensible one, and whenever we were confronted with a difficult request we should reply that on sensitive matters the jurisdiction of the Armed Service Committee must be observed and any briefing would have to first have the approval of the Committee Chairman. Hebert emphasized that in view of the present arrangements for handling Agency affairs, there should be no reference to a "CIA Subcommittee" but we should refer only to the Armed Services Committee. cc: ER 0/DDCI Mr. Houston Mr. Goodwin DDI DDS DDS&T EA/DDP OPPB /JOHN M.
